An ordinance amending chapters 89, 92 and 94 of the Saint Paul
Legislative Code pertaining to the rules and regulations of the
Saint Paul Water Utility as recommended by the Board of Water
Commissioners of the City of Saint Paul.
The Council of the City of Saint Paul Does Ordain:
Section 1
That the following section 89.17 of the Saint Paul Legislative Cod'e is hereby

amended as follows:
Sec. 89.17. Fxceptions.
(a) Standpipes hereinafterinstalled in an unsprinklered building and to be used
exclusively for fue protecfion purposes shall be considered as a fire supply and
installed in accordance with this chapter, except that a ma�cimum of three (3) such
standpipes may, with written permission, be supplied with water through the domesfic
service; provided, that the size of such standpipes shall be no larger than the size of
the domesflc water meter; and provided further; that the building has no other fire
protection service to which they can be connected. Wet standpipe systems shall be
separated from the domestic water system by use of an approved type backflow
preventer. No antifreeze shall be introduced into �e e���$ standpipe systemS �ri1�s�
(b) Automatic sprinklers to be installed in a building not servefl by a separate
automafic fire service and to be used exclusively for £ue protec6on purposes may be
installed ' ,
� in accordance with the provisions of this chapter, except that the design
demand of the automadc sprinkler shall not exceed the capacity of the domestic
service and meter. If a proposed automatic sprinkler system design demand exceeds
one hundred fifty (150) gallons per minute, a separate fire service is required.
Automatic sprinkler interior piping shall be separated from the domestic water system
by use of an approved type backflow preventer. No antifreeze shall be introduced into

Installation, maintenance and testing of bacl�low preveniers shall be according to
the State of Minnesota Plumbing Code. Annualtesting of reduced pressure zone
backtlow preventers is requirefl. Upon receipt of notice for annual testing from the
water utility, property owners shall have d�irty (30) days in which to have backflow
preventer testing accomplished by a licensed plumber with backtlow testing
certification or by pennanent non-contract staff who possess bacl�low testing
certification and are registered with the water urility. Test results shall be
furnished to the utility. The utility's annual fee for admnustering the bacl�low
preventer testing program shall be

Failure to comply with provisions of this section shall be cause to terminate water
service after proper notice.
Section 4
This ordinance shall take effect and be in force thirty (30) days from and after its passage,
approval and publication.

Pertaining to the amendment of Sections 89, 92 and 94 of the Saint Paul L,egislative Code.
BACKGROUND INFORMATION
Section 89.17. Exceptions.
The advent of reduced pressure zone backflow preventers (RPZ's) and the Utility's RPZ testing
program would allow for the introduction of antifreeze in auto fire systems without detrimentally
affecting the potable water supply.
In some situations, plumbing for an auto fire system can be more economically accomplished
installing piping in unheated portions of a building than heated areas.
Section 92.15. Cross Connection Control.
Under the provisions of the Safe Drinking Water Act, the federal government has established,
through the EPA, national standards of safe drinking water. The water purveyor (supplier) is
held responsible for compliance to the provisions of the Safe Drinldng Rlater Act, to include a
warranty that water quality provided by his operation is in conformance with the EPA standards
at the source, and is delivered to the customer without the quality being comprised as a result
of its delivery through the distribution system.

Section 94.18. Backflow Preventers.
The $20 fee is collected by the Utility for the administration of the RPZ (Reduced Pressure Zone
Backflow Preventer) testing program. An annual test is required by the Department of Health
per Section 4'715.2161 of the Minnesota Plumbing Code.
There has been discussion regarding a decrease in the collection fee for properties that have
multiple RPZ's at the same premises and are tested at the same time of the year.
Minneapolis and Bloomington have RPZ testing programs. Their annual fee per device is:

WIIEREAS, The Board currently collects a$20 fee for the administration of the Reduced
Pressure Zone Bacl�low Preventer Program; and
WHEREAS, The Board desires to lower these fees for businesses with multiple devices; and
WHEREAS, Antifreeze is prohibited in automauc fire sprinkler systems; and
WHEREAS, In some situations, auto fire systems can be more economically installed in
unheated portions of buildings using antifreeze; and
WHEREAS, The Saint Paul Water Utility is responsible to warrant that the quality of the
potable water supply is not compromised as a result of its delivery through the plumbing system
to the outlet of the user; now, therefore, be it
RESOLVED, That the attached proposed city ordinance amending Sections 89, 92 and 94 of
the Saint Paul Legislative Code is hereby approved; and, be it
F`URTHER RESOLVED, That the Honorable Council of the City of Saint Paul is requested to
approve and adopt said ordinance incorporating these amendments into the L.egislative Code.
