The Zoning Committee of the Planning Commission held a public heazing on the proposed rezoning on February 16, 1995. A representative for the applicant addressed the committee. At the close of the public hearing, the committee voted 8-0 to recommend approval to rezone to P-1. The Planning Commission upheid the Zoning Committee's recommendation with a unanimous vote on February 24, 1995. This proposed rezoning is scheduled to be heazd by the City Council on Mazch 22, 1995. Mesabi Conuol Engineering, located at the northeast comer of Arcade & Clear, has a • contract to purchase the property across the alley to the east at 835 Cieaz Avenue and intends to demolish the existing house to develop a parking lot for eight to ten off-street parking spaces for employees. Mesabi Control Engineering designs, programs, and builds industrial control systems and has been in business at this location for about six years; the hours of operation aze from 8:00 a.m. to 4:30 p.m. There are only three off-street pazking spaces right now. Mesabi stated that most of their employees currenfly park on the street and that they would like to provide off- street parking to ease parking pressure caused by Johnson High School. The parking lot will serve mostly employees since very few of Mesabi's customers come to this location. Mesabi has seven employees. The home to be demolished to make way for the pazking lot is listed as unfit for occupation and the city is in the process of having it tom down. It is a very small (20 x 20) house which is built at the side and reaz property lines along the alley. Mesabi plans to level the site to the height of Clear Street and construct a 3'6" retaining wall at the rear of the property. Access to the proposed parking lot will be from the alley; there will be 25 foot landscaped setback from Clear Street since the pazking lot adjoins a residential zoning district. In addition, the plan states, "existing and new off-street parking facilities could serve as attracdve buffers between commercial azeas and adjacent residential uses" p.21. One of the policies of the Economic Development Stzategy, 1990, states "the City should periodically review its zoning regulations and amend them as �cessary to keep current with technological and economic changes affecting the nature of business activity #29," p.i8. Finally, one of the policies of the Land Use Plan states that the City will continue to review its present commercial zoning to ensure that 1) each zoning classification reflects uses appropriate to the intended application of that district and 2) each commercial azea is appropriately zoned far its intended use. 4.2-5 p.27 . 3. The rezoning is in keeping with the way the azea has developed and will not have an adverse impact on adjacent property pmvided the lot is appropriately landscaped and • fenced to separate it from the residential uses to ihe east and south; the altey is currenfly the dividing line between commercial and residential uses. The site plan review process will ensure that there is adequate landscaging and fencing. 4. Robert Lang, President, Mesabi Control Engineering, the applicant, spoke briefly and said that he would like to put in a parking lot because parking has become a difficulty due to the proximity of the high school, and to improve the looks of the property.
