An Administrative Ordinance establishing the position
entitled Assistant Fire Chief as specified by Chapter
12 of the Charter of the City of Saint Paul, Section
12.03.2(H) thereof.
5 THE COLTNCIL QF THE CITY OF SAINT PAUL DOES ORDAIN:
6 Section 1. That it is appropriate and desirable to establish the
7 position entitled Assistant Fire Chief in the Department of Fire and Safety
8 Services
9 Section 2. That pursuant to section 12.03.02(H) of the City
10 Charter such position be established in the Unclassified Service of the City of
11 Saint Paul.
12 Section 3. This ordinance shall take effect and be in force 30 days from
13 and after its passage and approval.

The Department of Fire and Safety Services has requested the establishment of an
additional Assistant F'ue Chief position. This position will be responsible for the
development, implementation and direction of a comprehensive human relations
program for the department (see the attached advisory specification).
ADVANTAGES IFAPPRO�ED' �
Approval of this ordinance will establish a position devoted to improving
intradepartmental, interdepartmental and community human relations through the
development of training programs, test tutoring programs, policy and procedures review,
community liaison and conflict resolution activities.

General Statement of Duties: Performs highly responsible managerial and
administrative duties in assisting the Fire Chief in the planning, development and
implementation of human relations activities for the City of Saint PauPs
Department of Fire and Safety Services; and gerforms related duties as required.
Supervision Received: Works under the general direction of the Fire Chief.
Supervision Exercised: Exercises general, technical and administrative supervision
over assigned personnel.
TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions in this
class.
Develops, unplements and directs a comprehensive human relations program for
the department.
Coordinates the development and implementation of cultural diversity, cultural
awareness, sexual harassment prevention, respectful work place, stress
management and chemical dependency awareness/prevention training.
Serves as departmental liaison to the Office of Human Resources in the
development, implementation and review of tutoring programs for candidates and
for tests to fill vacant positions in fire suppression, investigation and prevention.
Develops and implements a mentoring program for a11 department personnel.
Coordinates the promotion of improved intradepartmental, interdepartmental and
community human relations.
Acts as a liaison to protected class communities and coordinates recruitment
activities for the department.

Reviews department and City policies/procedures and idenfif'ies any systemic
barriers that inhibit the promotion and retention of employees.
Serves as a consultant to departmental managers and supervisors in the resolution
of disputes and grievances.
Invesugates allegations of harassment by department personnel.
Represents the department in dealing with both public and private organizations,
the community and the media.
KNOWLEDGE, SKILI,S AND ABILITIES
Thorough lmowledge of the methods procedures and techniques of fire fighting,
emergency medical services, fire investigation, and of the use of chemicals with
regard to hazardous materials incidents.
Considerable knowledge of administrative and managerial principles and
procedures; and of a variety of administrative rules and regulations.
Working knowledge of federal, state and local regulations governing equal
employment opportunity.
Working knowledge of human resources programs and services including
employment testing, recruitment and labor relations.
Working lrnowledge of labor contract grievance procedures.
Working l�owledge of the principles, techniques and procedures of wmplaint
investigation.
Considerable ability to communicate effectively both orally and in writing.
Considerable ability to analyze and organize information.
Considerable ability to resolve conflict.
MINIMUM QUALIFICATIONS
This is an appointed position. The minimum qualifications will be determined by
the Fire Chief.
