Section 1.
That Chapter 33 of t e Saint Paul Administrative Code entifled "Reimbursement

Chapter 33.
Sec. 33.01. Auto and Motorcycle
for Car and Motorcycle Expense

City officers and employees may b reimbursed for the use of their own
automobiles and motorcvcles for official ci business. To be eligible for such
reimbursement, all officers and employees m t receive written authorization from his or
her department, division or office director, and eimbursement shall be made in
accordance with one of the following plans:

driven and in addition thereto, reimbursement in the amount of three

However, if the officer or employee is required to use an
automobile or motorcycle during employment and the department
head or designated representative determines that a city-owaed
velvcle is availabie for usage, but the officer or employee elects to
use his or her own automobile or motorcycle, then the officer or
employee shall not be eligible for three dollazs ($3.00) per day
reimbursement.
Type 3. The amount of the allowance may be provided by a collecuve bargaining
contract.
Type 4. Elected officials who are required to use their automobile or motorcycles
on a regular basis on city business shall receive as a reimbursement one
hundred forty dollars ($140.00) per month.
Type 5. In the event that a snow emergency is declared by the director of the
department of public works pursuant to Chapter 161 of the Saint Paul
Legislative Code, the chief of police may request officers of the police
department who own four-wheel drive vehicles to utilize them as police
patrol vehicles for the duration of the emergency. For an officer who
volunteers the use of his or her four-wheel drive velucle, each shall receive
as reimbursement therefor, the sum of fifteen dollars ($15.00) per hour for
each hour the vehicle is utilized by the department and, in addition
thereto, such gasoline or reimbursement therefor as may be needed for the
operation of the vehicle.
Further, the city shall save and hold harmless such officers
utilizing their vehicles hereunder from any and all claims arising out
of said usage and, additionally, shall repair or cause to be repaired
at its e�cpense any damage sustained by the vehicle during the time
of said usage, normai wear and tear excepted.

Sec. 33.02. Rules and regulations.
(a) The mayor shall adopt rules and regulations governing the procedures for
automobile or motorcycle reimbursement, which regulations and rules shall contain the
requirement that recipients shall file daily reports indicating miles driven and shall file
monthly affida�its stating the number of days worked and the number of miles driven;
and further require that they maintain automobile or motorcycle liability insurance in
amounts of not less than one hundred thousand dollars ($200,000.00) three hundred
thousand dollars ($300,000.00) for personal injury, and twenty-�ve thousand dollars
($25,000.00) for property damage, or liability insurance in amounts not less than three
hundred thousand dollars ($300,000.00) single limit coverage, with the City of Saint Paui
named as an additional insured. These rules and regulations, together with the
amendments thereto, shall be maintained on file with the city clerk.

(b) The amounts of automobile or motorcycle liability insurance required by this
section shall not become applicable to any employee who is represented by a recognized
bargaining unit until such time as the amounu are negotiated and included in a
collective bargaining contract with that unit.
(c) Recipients shall file certificate of insurance for the coverage required above
and the certificate shall provide that the insurance shall not be terminated unless the city
shall first have received the notice of intent to cancel as required by Minnesota Statutes,
Section 65B.16 or Section 65B.17.
(d) Drivers of motorcycles in order to aualify for reimbursement under this
chanter sha11 furnish satisfactory�roof to the proper city officials that they have
comnleted a training course in motorcvcle safety Further such drivers must at all times
that they claim reimbursement under this cha�ter. be wearing a helmet designed and
intended for riders of motorcycles.
Sec. 33.03. Volunteers; insurance.
Nothing in this chapter shall be construed as requiring volunteers, who use their
personal automobiles in the service of the city and who are approved by the city for
volunteer service, to comply with the specific requirements of this chapter as regards
insurance. Such volunteers shall file such insurance as may be required by and
satisfactory to the mayor, and the mayor is authorized to approve the payment to such
volunteers of an appropriate mileage reimbursement.
Section 2.
That this ordinance shall take effect and be in force thirty (30) days after its
passage, approval and publication.
