1 WHEREAS, the Ramsey County Board of Commissioners, by
2 Resolution No. 99-396, adopted on October 5, 1999, established
3 the Ramsey County Soccer Partner Program to accelerate the
4 acquisition and development of youth soccer facilities by cities,
5 school districCs and townships within its boundaries; and

WHEREAS, the City of Saint Paul is an eligible applicant and
the Division of Parks and Recreation wishes to submit a grant
application for the following program, to wit
McDOnough Recreation Center Soccer Fields - A development
project which will upgrade the current soccer area to
permanent field status and add a second permanent field; and
12 WHEREAS, the Division of Parks and Recreation documented the
13 need for additional soccer fields in Saint Paul and gave the
14 proposal to upgrade the existing field at McDOnough Recreation
15 Center to permanent status and add a second permanent field its
16 most favorable rating in the report, Soccer 2000, published in
17 February, 2000; and
18 WHEREAS, the City of Saint Paul, Division of Parks and
19 Recreation accepts the Ramsey County Soccer Partners Program
20 terms as outlined in the Request for Grant Applications; and
21 WHEREAS, the above mentioned proposed application to the
22 Ramsey County Soccer Partners Program requires the participation
23 of the City of Saint Paul as the unit of local government and a
24 resolution by the local government to apply for funding;
25 NOW, THEREFORE, BE IT RESOLVED that the City of Saint Paul
26 authorizes the proper City officials to submit the following
27 grant application, to wit
28 McDonough Recreation Center Soccer Fields ($100,000); and
29 BE IT FURTHER RESOLVED, that the Director of Parks and
30 Recreation will serve as the official liaison with Ramsey County
31 for the purposes of administering the above mentioned grant
32 project; and
33 BE IT FINALLY RESOLVED, that upon any said project approval
34 by the Ramsey County Soccer Partners Program, a specific
35 resolution including project budget will be submitted for City
36 Council review and approval.
