9 The Council of the City of Saint Paul has conducted a public heazing upon the above improvement,
l0 due notice thereof having been given as prescribed by the City Charter; and

12 WHEREAS, the Council has heazd all persons, objections and recommendations pertaining to said
13 proposed improvement and has fully considered the saxne; now, therefore, be it
14
15 RESOLVED, that the Council of the City of Saint Paul does hereby arder that the above-described
16 improvem�nt be made, and the proper City officers aze hereby directed and autharized to proceed with the
17 improvement; and be it

19 FURTHER RESOLVED, that upon the completion of said improvement, the proper City officers
2 0 shall calculate all expenses incurred therein and shall report the same to the City Council in accordance
21 with Chapter 14 of the City Charter.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
Business owners requested we construct concrete boulevazd sidewalks to replace dirt and asphalt boulevards. Business owner
requested we reconstruct interior sidewalk abutting mainline sidewalk to establish proper drainage.
Advantages If Approved:
The community will benefit from these projects because they will provide safe defect free sidewalks for its many citizens. The
sidewalk contracts aze done by private contractors generating public sector jobs as a result.
DisadvantageslfApproved:
Historically, sidewalk construction and reconstrucrion have negative feedback because of construction procedures and assessmenu.
Having to assess for walk construction reconstrucrion remains a controversial issue.
Disadvantages If Not Approved:
This option would allow the infraskucture of sidewallc to deteriorate, which in turn, will generate more personal injury suits resulting
in expenditure of lazger dollaz amount in repairs and replacements, as well as claim payouts.
