The Council of the City of Saint Paul has conducted a public hearing upon the above nnprovement, due
notice thereof having been given as prescribed by the City Charter; and
WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said
proposed improvement and has fully considered the same; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby order that the above-described
improvement be made, and the proper City officers are hereby directed and authorized to proceed with the
improvement; and be it
FURTHER RESOLVED, that upon the completion of said improvement, the proper City officers shall
calculate all expenses incurred therein and shaJl report the same to the City Council in accordance with
Chapter 14 of the City Charter.

Project
Improvements to implement a bicycle faci{ity on the foflowing roadways:
. Jefferson Avenue — Cotbome Street to Mississippi River Boulevard
• Duke Street — Jefferson Avenue to James Avenue
. Coibome Street — Jefferson Avenue to Grace Street
• Grace Street — Colbome Street to Westem Avenue
. Western Avenue — Grace Street to St. Clair Avenue
Improvements to include insta{lation of pavement markings, signage, street lighting,
bumpouts, sidewaik, and other elements as described betow. See attached map for
further details.
Purpose
The purpose af this project is to provide an irnproved easUwest pedestrian and
bicycle f�cility on Jefferson Avenue between Mississippi River Boulevard and the
Sam Morgan Trail located on the east side of Shepard Road. The proposed project
would atso use local straets east of West Seventh to provide a connection to the
West Side via C1iff Road and the Srnitfi Avenue High Bridge. The project as proposed
'in this document would improve the curcent pedestrian environment on parts of
Jefferson Avenue by adding sidewaiks, street lighting and bump auts. The current
bicycle enviror�ment wauld be improved hy the addition of bicycle related pavement
markings and bicycle related destination/directional signs. Additionatiy, there is a
strong neighborhaod desire east of Lexingtan Parkway to provide traffic calming
elements that would transform Jefferson Avenue from a busy thoroughfare into a
street that is in keeping with the City's Complete Streets resofuiion. Those traffic
caiming elements include the bump outs mentioned above as we{I as narrowirig tane
widths by restriping the roadway to accommodate, bike lanes.
L fNIT1ATfNG ACT{ON
As part of the federa! SAFETEA-Llf transportation bil[, in 20d7 Minneapolis and
adjoining communities were ai(ocated $21.5 million for a Nonrnotorized
Transportation Pilot {MTP} program that would be administered by Transit for
Livable Communities {TLC). The purpose of the NTP program was to provide an
incentive for shifiting trips from vehicles to bikes, wafking and transit. The focus of
the bil[ is Minneapolis. However, communities which are geographicaliy

IV. POSITiVE BENEFITS
Tfiere wouid be many benef�ts of imptementing the proposed Jefferson Bikeway
project, not the least of which is providing the City with a continuous easUwest
bicycle facility in the southem half of the City that connects the West Side to the
western half of the City. Imp{ementing the proposed bikeway woufd improve
access to recreation centers, parks and schools for experienced bicyclists as well
as those who are less experienced. Likewise, the ability of people to commute
to/from St. Paul for the purposes of work, recreation or commerce would also be
improved. The proposed project would provide an incentive to those who seidom
wafk or bike to tlo so more oflen, helping to improve the health of the City.
On various sections of the corridor pedestrian safety will be improved, traffic
calming will be introduced, the aesthetics of the corridor wiN be improved and a
version of the Compiete Streets concept will be implemented. The proposed
project is in keeping with Strategy 3.8 of the Transportation Chapter of the
Comprehensive Plan, "Promote Bicycle Boulevards as a new type of bikeway".
V. ADVERSE EFFECTS
Normal issues reiative to impiementing infrastructure improvement projects will
be present. Those issues include, but may not necessariip be limited to, noise,
dust and general d9sruption to vehicle traffic.
