The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due
notice thereof having been given as prescribed by the City Charter; and
WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said
proposed improvement and has fully considered the same; now, therefore, be it
RESOLVED, that the Councii of the City of Saint Paul does hereby order that the above-described
improvement be made, and the proper City officers aze hereby directed and authorized to proceed with the
improvement; and be it
FURTHER RESOLVED, that upon the completion of said improvement, the proper City officers shall
calculate all expenses incurred therein and shall report the same to the City Council in accordance with
Chapter 14 of the City Charter.

PROJECT
This project is to improve Payne Avenue from Whitafl to Cook, by constructing new
concrete curb and wafk, miil and overlay of existing paverrtent and a new twin arm
lantem style street lighting system.
Payne Avenue is an aging commercia! corridor with older sidewalks and highway type
street lighting. Repiacement of sidewalks and instalfation of lantern style street fighting
will grsatly improve the streetscape on Payne Avenue.
EXISTING CONDITIQNS
The existing sidewaiks are in poor condition and the street lighting is unattractive.
PROPdSEDIMPROVEMENTS
ft is proposed to improve Payne Avenue from Whitail to Cook by constructing new
concrete curb and walk, a mil! and overlay of the existing pavement and a new lantern
style sfreet lighting system. The width of fhe sidewalk w111 not change. The street
lighting system will be fivin-arm lanterns which is above standard. Speciai assessments
will be required for the additional cosf of the street lighting system for construction and
yearly maintenance.
ALTERNATES
To do nothing would ba inconsistent with the City's commitmentto improve the existing
condifion of the sidewalk and street lighting.
POSITIYE BENEFtTS
Genera► improvement of the pubfic right-of-way will enhance and add quaiify to the
neighborhood. The newly rebuilt sidewalk will improve walk ability of the area. Twin-
arm lantem styPe fighting wiil enhance neighborhood safety and esthetics.

Normal problems associated with construction such as noise, dust, reduced access to
businesses, and generai disruption wilf be present.

Dear Council President Laniry and Council Members,
I write today as President of the Payne Phalen District 5 Planning Council. Thank you for making a
commitment to community improvements such as Payne Avenue even when budgets are very tight.
I understand that there are people who think the tax burden is too high right now, and others who
want to substantially increase the nature and costs of the project.
In order to understand where we are today with this project, we need to understand where we have
been and the process that we have gone through.
Payne Avenue was once a bustling commercial district.
Phalen Boulevard has been a signiflcant step ln revitalizing the eastside. Other opportunities also exist.
3M, now Beacon Bluff, and the improvements at Payne and Maryland are opporfunities for renewal
which need to be linked by a vibrant
Payne Avenue.
Payne Avenue south of Phalen Boulevard has already been lmproved, except for a smali section
which is near 7th Street and is a county road.
In late 2008, the city identified Payne Avenue as an area needing improvement, and the proposal you
have today was submitted for CIB funding. Extensive thought and public hearings took place during
the CIB process. Residents and b�siness leaders testified before the CIB committee, made a show of
support when the CIB bus tour took place, and supporfed the project that is now before you during
the CIB approval process. We are now in the process of implementing precisely what was previously
approved with community support.
For those who are concerned about the disruption of business during construction, the amount of
disruption will be substantially Iess with the proposal that is currently before you than it would be with
the complete street reconstruction that some have proposed.
Possibly city staff could address that issue furfher.
For those who are concerned about costs, this is the only proposal that is ready to be implemented
this year. This is the year when bids are likely to come in at their lowest. In future years, bids could likely
be much higher.
THANK YOU, again, City Council President Lantry and Council Members! We appreciate your carefuf
consideratio� to this project which brings improvements to Payne Avenue. These improvements are
long overdue.
