In the Matter of improving Goodrich Avenue between Mississippi River Boulevard and Cretin Avenue by
grading and paving with brick. The improvement wiIl also include concrete curb and gutter, concrete driveway
aprons and outwalks, boulevazds landscaped with sod and trees, and a new lantern style street lighting system.
In addition, appropriate sanitary sewer repairs will be made, lead water services in the right of way will be
replaced, and storm sewer and sanitary sewer reconnections wiil be made at the request of property owners.
This street is being done as part of the CRETIN-GOODRICH RSVP (Residential Street Vitality Pmject).

The Council of the City of Saint Paul has conducted a public heazing upon the above improvement, due
notice thereof having been given as prescribed by the City Charter; and
W IIF.REAS, The Council has heard all persons, objections and recommendafions pertanring to said proposed
improvement and has fulIy considered the same; now, therefoze, be it
RESOLVED, That the Council of the City of Saint Paul does hereby ozder that the abov�described
improvement be made, and the proper City officers are hereby directed and authorized to proceed with the
improvement; and be it
FURTI�R RESOLVED, That upon the completion of said improvement, the proper City officers shall
calculate all expenses incutred therein and shall report the same to the City Council in accordance with Chapter 14
of the City Charter.

The property owners (90%) on Goodrich Avenue between Mississippi River Boulevazd and Cre[in Avenue have requested that their
s[reet be repaved with brick. This street is being done as part of the Cretin-Goodrich Residenrial Street VitaliTy Project.
Advantages If Approved:
General improvement of the public right-of-way will enhance and add quality to the neighborhood. The newly rebuilt roadway will
improve drivabiliry of the neighborhood and continue the Ciry's effor[s to improve the street system in Saint Paul. Brick streets and
lantem style lighting will enhance to block.
Disadvantages IfApproved:
Normal problems associated with construction such as noise, dust, and general dismption wilt occur.
Disadvantages if Not Approved:
The pavement structure will continue to deteriorate, maintenance costs will rise, and the level of service provided by these slreets will
drop.
