The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due
notice thereof having been given as prescribed by the City Charter; and
WHEREAS, `I`he Council has heard aii persons, objections and recomme�ations pertaining to said proposed
improvement axid has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described
improvement be made, and the proper City officers are hereby directed and authorized to proceed with the
improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall
calculate all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14
of the City Charter.

Initlating Probiem, Issues, Opportunity (Who, What, When, Where, Why):
The problem "defective sidewalk" was caused by multiple problems, tree roots, poor subgrade materials, freezefthaw cycles, service
life limits, chemical additives, exkeme temperature variarions, etc. These problems occw on a citywide basis and must be addressed
and wrrected annually. Left uncoaected, the sidewalk condition would worsen to a state where it would be unusable and subject [o
increased pedestrian injuries from falis and possible litigations.
AdvaMages if Approved:
The community will benefit from this project because it will provide safe, defect free sidewalks for its citizens. The sidewalk
wnMacts are done by private contractors genernring public sector jobs as a resul[.

to assess for walk reconstrucrion remains a conhoversial lssue.
