In the Matter of improving PAYNE AVENUE from EDGERTON STREET TO BUSH
AvEN[TE, by reconstructing the street with a new bituminous surface,
replacing deteriorated sidewalk, installing bumpouts, planted Center
medians (where possible), sodded boulevards and tree planting. The existing
lighting wi11 be replaced with an above standard twin-arm lantern lighting
system. (File No. 19062)
Also, in the right-of-way, lead water services will be replaced and sanitary
sewer repairs will be made.
A1so, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections wi11 be made at the request of the property

The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposecl improvement and has £ully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it

FURTHER RESOLVED, That upon the completion of said improvement, the
,_ proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
Payne Avenue was last paved in 1933 and is in poor condiflon. The existing sh'eei widtlt varies from 46' to 68' with integral curb &
wallc. There aze no sodded boulevazds and few trees. IPs proposed to narrow roadway to provide green space between sidewallcs &
curb; landscape boulevazds with sod and trees, and where possible, sod and plant trees in center median. Davit-ann light poles will be
replaced with twin arm lantems; sanitary sewer repairs will be made; lead water services will be rzplaced ia right-of-way; and storm
& sanitary sewer connections will be made at the request of the property owners.
Advantages If Approved: � �
General improvement of public right-of-way including new sidewallcs, will enhance and add quality to neighborhood. Geometric
improvements at Minnehaha will reduce accidents & improve pedesffian safety. Newly rebuilt roadway will improve driveability of
neighborhood and continue City's efforts to improve street system in Saint Paul. Lantem style lighting will enhance neighborhood
safety and estherics.
Disadvantages If Approved;
Normai problems associated wifh construction such as noise, dust, reduced access to neighborhood and general disruprion wiIl be
present.
Disativantages If Not Approved: ,
To do nothing would be inconsistent with City's committnent to improve existing older paved streets and against the wishes of
Railroad Island residents, Dishict 5, and Payne Avenue Business Community.
