Geometric improvements at Minnehaha will reduce accidents & improve pedestrian safety. Newly rebuilt roadway wili improve driveability of neighborhood and continue City's efforts to improve street system in Saint Paul. Lantem style lighting will enhance neighborhood safety and esthetics. June 17, 2008 4:45 PM Paqe 1 b���C� �s SUMMARY OF RECOMMENDATIONS bepartment of Public Works: PAYNE AVENUE Property Acquisition Report Prepazed June 2, 2008 Public Hearing Proposed July16, 2008 PROJECT The City of Saint Paul proposes to purchase a portion of commercial property at 719 and 721 Payne Avenue in order to re-align the intersection of Minnehaha Avenue and Payne Avenue to increase vehiculaz and pedestrian safety. We also propose to purchase temporary easements from the properties at 587 Beaumont Avenue and at 690 Edgerton Street in order to grade the re-alignment of the Beaumont/Edgerton/Payne Avenue Intersection. INITIATING ACTION This project is initiated by the Department of Public Works and District 5. Currently, Beaumont, Edgerton and Payne Avenue come together as one wide, awkward intersecfion. The proposal is to re-align this intersection into two separate intersections. Beaumont would intersect with Edgerton, which would sub- sequentially intersect with Payne Avenue. The intersection of Minnehaha and Payne is also very wide. The proposal is to add bumpouts to the corners to increase pedestrian safety near the Hope Academy School. EXISTING CONDITIONS The properry acquisition would include: 414 squaze feet of permanent easement and 400 square feet of temporary easement of land adjacent to the Marathon Gas Station at 719 Payne Avenue, 85 square feet of permanent easement and 210 square feet of temporary easement of land owned by HRA at 721 Payne Avenue, 885 squaze feet of temporary easement of land adjacent to 587 Beaumont and 234 square feet of temporary easement of land adjacent to 690 Edgerton. PROPOSED IMPROVEMENTS The Fina1 Order does not authorize conshuction of the re-aligned intersections, but authorizes City staff to proceed with acquisition of the necessary right-of-way. However, when the project is built, it will provide increased safety for both pedestrian and vehicle traffic. ALTERNATIVES Payne Avenue was last paved in 1933 and is in need of reconstruction. The intersections cannot be re- designed without the acquisition of additional right of way. If we put the intersections back as is, we would miss an opporCunity to create safer movement of pedestrians and vehicles. o�-��� POSITIVE BENEFTI'S The City can acquire property that is mostly vacant, thereby avoiding the need to relocate an existing business, and potentially saving acquisition costs. ADVERSE EFFECTS The purchase of these sites will require some trees and landscaping to be removed. The gas station may experience a decrease in business during construction. TIME SCHEDULE The acquisition process will begin in smiuner of 2008, and should be completed by the fall of 2008. Project planning, design and construction is anticipated for spring of 2009. COSTS AND FUNDING Costs — Public Works/Real Estate estimates the cost of acquiring the portion of property at 719 Payne Avenue at $45,000. The cost of acquisition of the HRA property at 721 Payne Avenue is $4,000. The cost of the temporary easement at 587 Beaumont is $2,000 and the cost of the temporary easement at 690 Edgerton is $25,500. These amounts include purchase of the land, appraisal and closing costs, and demolition. Fundine — The project will be funded by Minnesota State Aid funds.
