In the Matter of widening Clarence Street between Phalen Boulevard and
Maryland Avenue and to re-align Rose Avenue at Clarence Street and all
other necessary work to complete said project improvement:
under Preliminary Order approved
The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Clazence Street is 33 feet wide, which is not wide enough for two through lanes and a tum lane. Gturentiy, Rose Avenue intersects
with Prosperiry Avenue, which subsequently intersects with Clazence Street. The addition to C�b Foods entrance%xit on Clazence
Street could create a confusing and potenrially dangerous intersection.
Advantages IfApproved: � � -
The newly widened roadway and re-aligned intersec6on will improve drivabiliry of the neighborhood and allow safe, unencumbered
access to neighborhood businesses.
Disadvantages If Approved: �
Noanal probiems associated with consauction such as noise, dust, and general disruption will occur. Four trees wiil need to be
removed as a result of the widening.

PROJECT
This project is to widen Ctarence Street between Phalen Boulevard and Maryland
Avenue by 4' on the west side to accommodate increased tra�c flow expected from the
new Cub Foods site on the west side of Clarence Street.
EXISTING GONDITIONS
Clarence is a paved street that is in good condition. The existing street width is 33'.
PROPOSEDIMPROVEMEM7S
it is proposed to widen the roadway from Phalen Boulevard to Maryland Avenue to 37'
to accommodate additional tra�c expected from the new Gub Foods site on the west
side of Clarence. We also propose to re-a{ign Rose Avenue to intersect with Clarence
across from the Cub Foods main entrancelexit.
ALTERNA7ES
To do nothing may result in traffic congestion on Clarence, which may lead to increased
