DisadvantageslfApproved: Normal problems associated with conshuction such as noise, dust and general disruptions will occur. A morion passed at the December 2 Community Planning and Economic Development (CPED) Committee respectfully requests that the City Council and Saint Paul Public Works defer action on the Aguirre Street segment slated for street and lighting improvements until such time as the Disirict Council shall convene a community land use meeting. This meeting's purpose will be a hearing and deliberarion of options for future redevelopment and uses related to this spur street. The District Council believes it important that a full opportunity for sigmficant development opportunities related to Aguure is incorporated in street improvement plans. Whereas, wark with Invest Saint Paul on vacant housing in this area seeks a holistic, community based approach to redevelopment in the area, and District Five supports East Side Neighbarhood Development Company's (ESNDC) efforts in conducfing a puking study and performing an intensive assessment of commercial structures and opportuniries on Payne Avenue; and Whereas, Aguirre S�reet (formerly Wadena) abuts si�ificant intersecting development parcels which represent key interests and opporiunities that link resources in our area (Payne Avenue, the East Side Heritage Park, Swede Hollow and the Bruce Vento Regional Trail); and Whereas, the community has supported a strong commercial future presence anchoring the Northeast carner of Payne and Phalen Boulevazd and this street is part of a neighborhood gateway to a key commercial corridor; and 1014 PAYNE AVEhtUE, SA[NT PAUL, MII�iNESOTA 55130 TEL #(68 1) 77/4 � FAx #(65 1) 774 E-MAIL: DCSTRiCT5C�PAYNEPHALEN.ORG WWW.PAYNEPHALEN.ORG � Whereas, the spur street is separated geographically from the other streets in the Magnolia Ear1 Public Works RSVP plan, the slreet is not currently use for through traffic, and no impaument of pubiic use is caused by this postponement. District Five was not notifred of previous public meetings held in this neighborhood, but the Council has been assured by Public Works that such notification wiIl occur in the future.
