Advantages If Approved: General improvement of the right-of-way will enhance and add quatiry to the neighborhood. Also, reconstruction of Juno is a requirement of ffie approved site plan for the adjoining private development. � Disadvanpges It Approved: Nomial problems associated with construction, such as noise, dust and general disruption will occur. In addition, appropriate sanitary sewer repairs will be made, lead water services in the right of way wifl be replaced, and storm sewer and sanitary sewer reconnections will be made at the request of property owners. The City has been working with Trader Joe's and the neighborhood to arrive at a solution that is satisfactory for all. EXISTING CONDITIONS Juno is an older paved street that is 32 feet wide. This area has wood pole lighting. PROPOSEDIMPROVEMENTS The street improvements are being proposed as part of the Trader Joe's Qevelopment. It is proposed to improve this street with the construction of new bituminous surfaced streets with concrete curb and gutter and outwalks, and bou4evards landscaped with sod and trees. In addit+on, appropriate sanitary sewer repairs will be made, lead water services in the right of way wil{ be replaced, and storm sewer and sanitary sewer connections wi{I be made at the request of property owners. This street wi{f also have a lantern sty{e street lighting system instal{ed as part of th+s project. ALTERNATES To do nothing would be inconsistent with the City's commitment to improve existing oiled and older paved streets. Traffic from the new 1"rader Joe's will adversely affect this old street. �,-1333 POSITIVE BENEFITS General +mprovement of the pu6lic right-of-way will enhance and add quality to the neighborhood. The newly rebuilt roadway wilf improve drivability of the neighborhood, and continue the City's efforts to improve the street system in Saint Paul. Lantern style lighting will enhance neighborhood safety and esthetics. ADVERSE EFFECTS Norrnal probiems associated with construction such as noise, dust, reduced access to the neighborhood, and general disruption will be present. EFFECTS ON TREES Street width will be selected to minimize the impact on trees. IVew trees will be planted as part of the boulevard restoration. TIME SCHEDULE The project will begin in the fall of 2008 and wilf be completed by the falf of 2008.
