The Council of the City of Saint Paul has conducted a public hearing upon the above unprovement, due
notice thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heazd all persons, objections and recommendations pertaining to said
proposed improvement and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order thaY the above-described
improvement be made, and the proper City officers are hereby directed and authorized to proceed with the
improvement; and be it
FURTHER RESOLVED, That the Council hereby determines the estate required for this improvement
to be fee simple, absolute as described above, and the City officers and City Attorney are hereby authorized and
directed to take all actions necessary to acquire said real estate by direct purchase or eminent domain, including
quick take; and be it
FINALLY RESOLVED, That the Council hereby deternunes that the real property rights required for
this improvement be as described above, and that the proper City officers submit a report to the City Council for
the purpose of the Council's making an award of damages for the interest acquired on said real property rights.

Property Acquisifion and Construction
Report Prepared January 7, 2008
Public Hearing Proposed February 6, 2008
PROJECT
The City of Saint Paul proposes to acquire an 11,760 square-foot pazcel of at 629 Randolph Avenue to
complete land assembly necessary to construct a new fire station and offices for the Fire & Safety Services
administrative staff: The new fire station would combine fire companies currently housed in Fire Station
# 1 and Fire Station # 10.
IIVITIATING ACTION
This project is initiated by Fire & Safety Services with the assistance of the Reai Estate Section and Design
Group. Real Estate will acquire the property at 629 Randolph Avenue and assist Fire in all phases of
project planning, design, construction and management.
EXISTING CONDITIONS
Fire Station #1— The current stafion at 296 West Seventh suffers from functional issues, primarily tl�e
inability to ingress and egress the station via a"drive through" approach.
Fire Station #10 — The current station at 754 Randolph Ave is over 100 yeazs old. Although well
maintained, it suffers from long term physical and function obsolesces.
Fire Administration — Fire administrative stafFmust relocate from the old Public Safety Building (100 E.
11�' St) to make way for a new residential development. Staff will relocate temporarily, but a permanent
home with adequate space is necessary to properly carry out the functions of the depariment.
PROPOSED IMPROVEMENTS
A new fire station and office building of approximately 52,600 square feet, consisting of the following
spaces:
Combined Fire Stations 1 and 10: (17,000 s fl: Will be similaz in scope and layout as the newly constructed
Fire Staxion #8.
Fire Administration: (18,000 s fl: Shall house Fire Administration, Fire Prevention, and other various Fire
Department administrative functions.
At street level enclosed pazking (similaz in concept to the new SPPD Western District Office) shall provide
parking for firefighting personnel and administrative staff. Visitor pazking shall be provided via a small

sureace lot.
ALTEI2NATIVES
Real Estate staff has worked closely with the Fire & Safety Services Department, Mayor's Office and City
Council to identify and evaluate site options in the azea. The 629 Randolph site was selected because of its
central location and access to Downtown and major streets in the West Seventh azea.
POSITIVE BENEFTI'S
A new fire sta6on and administrative office will enhance the Fire Department's ability to provide efficient
fire and emergency medical services to residents and property owners in the city's West Seventh
community. Its location is ideal for entrance to the city's major azterial streets in all directions, as well as
quick access to I-35E and Shepazd Road. Access in and out of the site for fire vehicles will be considerabiy
improved over the current locations, creating less disruption to normal street traffia The new facility will
also provide a great location far neighborhood and business groups to meet.
ADVERSE EFFECTS
There will be no adverse effects on fire services and overall response times if the FS 1 and FS 10 are closed
and combined into the proposed Randolph/1th facility. This project will require significant city funding, as
described below.
TIME SCHEDULE
Property acquisition will begin in February, and is expected to be completed in approximately eight (8)
months. Project platmiug and design will begin in eazly 2008, with construction starting in the fall. Final
completion of the fire station and administrative facility is expected in late 2009.
COSTS AND FUNDING
The CiTy has budgeted $15,200,000 of Public Safety Improvement Bonds funds for a11 acquisition and
construction work. Acquisition cost alone is estimated at $200,000.
