Page 1 o �-a�� o��� SiJMM.ARY OF RECOMNIENDATIONS Depariment of Public Works: Rice Street and Maryland Avenue Intersection Redesign Property Acquisifion Report Prepared February 5, 2047 Public Hearing Proposed March 7, 2007 PROJECT The City of Saint Paul proposes to purchase a pazcel of commercial property at 1199 Rice Street as a first step in acquirang additional right-of-way needed to construct exclusive left-turn lanes and left turn signal arrows on Maryland Avenue at its intersection with Rice Street. INITIATING ACTION This project is nutiated by the Deparhnent of Public Works. Because of long-standing safety concerns, the Deparhnent has determined there is a need for exclusive left-tum lanes and left-turn signal arrows for traffic along eastboundlwestbound Maryland Avenue at Rice Street. The project will require both complete and partial acquisirion ofproperties near the intersection. One properry at the southwest corner (1199 Rice Street) includes a building that is currently vacant. The Department believes now would be an opportune tnne to acquire it. EXiSTING CONDITIONS The purchase of 1199 Rice Street would be the first of several acquisiYions required for the signalization project. The City would continue to acquire additional property rights as funding allows and a specific project schedule is determined. This property includes two buildings: a vacant baz (5,000 sq ft); and a barber shop currently operating (300 sq ft). Both buildings were constructed in the early 1950's. PROPOSEDIMPROVEMENTS T'he Final Order does not authorize construction of the signalizarion project, but authorizes City staff to proceed with acquisition of the necessary right-of-way. However, when the pro}ect is built, it will include new left-turn lanes for eastbound and westbound traffic on Maryland Avenue, new signal lights with left- tlun arrows, additional signage and new curbing and sidewalks along the Rice/Maryland intersection. ALTERNAI'IVES While other intersections along Maryland aze also identified for signaliza6on projects, the project at this particular intersection is crifical. Also, acquisition of the entire property at 1199 Rice Street (versus a strip easement) is necessary under any design scenario because the buiidings are located on the properry line and will need to be demolished to widen the roadway. The City may wish to consider allowing the barber shop to continue operations un61 the project is ready far construction: o� �.,� POSITIVE BENEFITS The City can acquire a properry that is mostly vacant, thereby avoiding the need to relocate an existing business, and potentially saving acquisition costs. Relocafion of the barber shop would still be required. ADVERSE EFFECT5 The purchase of this site will remove a properiy from the city's tas rolls. Also, the property may sit idle (without its larger building) for several months prior to construction of the signalization project. TIME SCHEDULE The acquisition process will begin in early March, 2007, and should be completed within 8-12 months. Project planning, design and construction will be deternuned by Ramsey County, working cooperatively with Public Works, and is anticipated for some time in 2008. COSTS AND FUNDING Costs — Public Works/Real Estate estimates the cost of acquiring 1199 Rice Street at $650,000. This amount includes purchase of the land and building, appraisal and closing costs, relocation, and demolition. Fundine — The 2007 Capital Improvement Budget includes $1.2 million for right-of-way acquisition for future signalization projects at several intersections along Maryland Avenue, known as Log # SU-5501305. Funding wouid come initially from this source. The City would be reunbursed at a future date with monies from Ramsey County, as the County will be managing and constructing the project.
