The Council of the City of Saint Paui has conducted a public hearing upon the above improvement, due
notice thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said
proposed 'unprovement and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described
improvement be made, and the proper City officers aze hereby directed and authorized to proceed with the
improvement; and be it
FURTHER RESOLVED, That the Council hereby determines the real estate required far this
improvement to be F°°�-~~'°, °'�°�'��*° °~a easements as described above, and the City officers and City
Attorney are hereby authorized and directed to take all actions necessary to acquire said real estate by direct
purchase or eminent domain, including quick take; and be it
FINALLY RESOLVED, That the Council hereby deternunes that the real properiy rights required for
this improvement be as described above, and that the proper City officers submit a report to the CiTy Council for
the purpose of the Council's making an awazd of damages for the interest acquired on said real property rights.

SUIVIMARY OF RECOMMENDATIONS
Department of Public Works: Rice Street Bridge No. 62627

PROJECT
The City of Saint Paul proposes to purchase temporary construction easements to allow for the removal of
exisUng Rice Street Bridge No. 9470 and the construction of Rice Street Bridge No.62627 and approaches.
INITIATING ACTION
This project is uvtiated by the Department of Public Works. The Department of Public Works is providing
bridge and roadway design consulting services for Ramsey County. The County wishes to replace the
existing bridge with available State turn-back funding.
EXISTING CONDITIONS
The purchase of easements in the project area are required to construct Bridge No. 62627. A total of
113,558 sq. ft. of easements will be required. Included in this easement total is 87,540 sq. ft. of easement
from the Burlington Northern Railroad No permanent properly acquisition will be required to construct
Bridge No. 62627
PROPOSEDIMPROVEMENTS
The Fina1 Order does not authorize construction of bridge 62627, but authorizes City staff to proceed with
acquisition of the necessary easements. However, when the project is built, the project will provide
increased safety to both pedestrians and vehicles.
ALTERNATIVES
No viable alternates have been identified to replacing the existing bridge. The "do nothing" alternative is
not acceptable because it does not address the deteriorating condition of the existing bridge nor does it take
advantage of available funding. Removing the existing bridge without constructing a new bridge would
adversely affect the City's transportation system.
POSITIVE BENEFTTS
Purchasing these easements would a11ow for a construction of new a Rice Street bridge that will serve the
City for over 50 years, and take advantage of available fund sources.
ADVERSE EFFECTS
No adverse effects have been identified.

TIME SCHEDULE
The acquisition process will begin upon approval, and should be completed in time to allow for a Febniaiy,
2007 construction contract letting. Conshuction will begin in March, 2007, and the bridge will be open to
traffic by the end of October, 2007.
COST5 AND FUNDING
Costs — Public Works/Real Estate estimates the cost of acquiring the temporary easements at $200,000.
Fund� — The proj ect will be funded by Ramsey County funds.
