The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Improve the alley in platted Green S4eet (Bounded by Hatch, Orchard, O�'ord and Argyle) by constructing storm
sewer, grading and paving with bituminous material. Also, condeuming and taldng an easement in the land
necessary for the slopes, cuts and fills, including right of removal of lateral support from subject land or land
remainder thereof, occasioned by excavation thereof or conshuction of slopes in the grading and paving of said alley.
INITIATING ACTION
This improvement was initiated by a petition signed by 67% of the abutting property owners.
The right-of-way is platted 39 feet wide. The alley is nuimproved. The surface of the alley is gravel.
PROPOSEDIMPROVEMENT
Conshuct storm sewer and grade the alley to a width of 16 feet and place hot mix bipmunous pavement.

Councilmember Helgen:
I am in a neighborhood that has petitioned to have our alley paved. It is called Green St. The public
hearing is scheduled for Oct. 18, and I won't be able to attend.
So I would like to submit in writing my support of the plan.
I believe that getting our alley paved will not only improve the appearance of the neighborhood, but will
also eliminate many problems with getting stuck in the snow because of the unevenness of the ground. I
believe it wifl also help to eliminaie illegal activiiies: Over the past year, someone parked an open
flatbed trailer on the side of the alley that was full of old clothes and garbage. Some neighbors finally had
to call the police and have it towed away. I found two women's handbags in the ferns in between the
alley and the side of my garage. These handbags had obviously been stolen and emptied of their
valuable contents and then thrown there by the thief. I donY think these activities would have taken
place if our alley was not so desolate and forlorn-looking.
In addition, many of us are interested in improving the value of our property, and we think this is a way to
do that.
