The Council of the City of Saint Paul has conducted a public hearing upon
the above improvement, due notice thereof having been given as prescribed by the
City Charter; and .
WHEREAS, The City Council, having heard all persons, objections and
recommendations relative thereto, and having fully considered the same;
therefore, be it
RE50LVED, That the Council of the City of Saint Paul hereby orders the
above-mentioned improvements and property rights acquisitions to be made;
FURTHER RESOLVED, That the City Council hereby determines the real property
rights required to complete the above-mentioned improvements to be fee simple,
absolute and easements as described above; and the City officers and City
Attorney are hereby authorized and directed to take all actions necessary to
acquire Said real property rights by direct purchase or eminent domain, including
quick take; and be it
FURTHER 'RESOLVED, That the City Council hereby determines that the real
property rights required for this improvement be as described above, and that the
proper City officers submit a report to the City Council for the purpose of the
Council's making an award of damages for the interest acquired on said real
property rights.

White Bear Avenue at Maryland Avenue

PROJECT:
Acquire right of way and temporary easements necessary to construct a separate left tum only
lane on White Beaz Avenue both north and south of the intersecrion with Maryland Avenue to
reduce accidents and 'unprove intersection safety.
INITIATING ACTION:
This project is recommended in the Council adopted White Bear Avenue Small Area Plan and is
being implemented jointly by the City of Saint Paul and Ramsey County Department of Public
Works.
PROPOSEDIMPROVEMENTS:
It is proposed to conshuct a separate left turn only lane on White Bear Avenue both north and
south of the intersection with Maryland Avenue to conect a traffic safety problem. This problem
was idenrified during the White Bear Avenue Small Area Plan process. The study process
revealed that there were 107 reported accidents within three yeazs and that the installation of left
turn lanes on White Bear Avenue would reduce accidents by about 60%. This improvement is
recommend in the Council adopted White Bear Avenue Small Area Plan (recommendation 3,
page 9). The construction limits extend from about 80 feet south of Rose Avenue to about 150
feet north of Hawthorne Avenue. Work would include the installation of new curbs, driveways,
sidewalks, boulevard tree, construct retaining walls as necessary, revisions to tke traffic signal
and the installation of a street lighting system. The project will also perform work as necessary
to remove and/or relocate items from the acquired permanent easements and provide restaration
as necessary in the temporary easement areas.
PROPOSED RIGHT OF WAY ACQUISITION:
The right of way that is proposed to be acquired is shown on the attached map, dated 10-xx-OS.

Conshuction of a separate left turn lane both north and south of Maryland will necessitate the
acquisition of permanent and temparary street easements on 23 properties. The City of Saint
Paul will provide relocation payments and services to owners of acquired properties in
accordance with the Uniform Relocafion Assistance and Real Properties Acquisition Policies Act
of 1970, as amended and required under state law.
TIME SCHEDULE:
Project construction 3s planned to begin in the snnuner of 2006 and be completed by fall of 2006.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above mentioned, and having considered said report, hereby resolves:
That the said report and the same is hereby approved with no alternatives, and
that the estimated cost to acquire the property rights mentioned is $450,000 to
be financed by Project Funds.
That a public hearing be had on said improvement on the 18 day of January,
2006, at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvements and the total cost thereof as estimated.
