May 18, 2006 1: �3 AM Page 1 �� � ��� DRAFT SUMMARY OF ENGINEERING RECOMMENDATIONS Rice Street Streetscape City Project No. 06-P-1296 Report Prepared 5-17-06 Public Hearing -- PROJECT This project is to improve Rice Street from Sycamore to Front, by constructing new concrete curb and walk, and a new twin globe lantern style street lighting system. Rice Street is an aging commercial corridor with older sidewalks and highway type street lighting. Replacement of sidewalks and instalfation of lantern style street lighting witl greatly improve the streetscape on Rice Street, which is the main pedestrian corridor on the North End. This project will also support the building improvements made by local businesses as part of the Rice Street Commercial Corridor Revitalization Program. The project will be constructed in two phases. Phase I— Sycamore to Front will be constructed in 2006 and Phase II — Front to Maryland will be constructed in 2007. EX{STING CONDITIONS The existing sidewalks are in poor condition and the street lighting is unattractive. PROPOSEDIMPROVEMENTS It is proposed to improve Rice Street from Sycamore to Front by constructing new concrete curb and walk, and a new lantern style street lighting system. The width of the sidewalk will not change. The lantern style street lighting system will be twin globe which is above standard, Special assessments will be required for the additional cost of the street lighting system far construction and yearly maintenance. ALTERNATES To do nothing would be inconsistent with the City's commitment to improve the existing condition of the sidewalk and street lighting. POSITIVE BENEFITS General improvement of the public right-of-way will enhance and add quality to the neighborhood. The newly rebuilt sidewalk will improve walk ability of the area. Twin globe lantern style lighting w+ll enhance neighborhood safety and esthetics. ADVERSE EFFECTS Normal problems associated with construction such as noise, dust, reduced access to O�'S�� businesses, and general disruption will be present. TIME SCHEDULE The project will begin in the summer of 2006 and will be completed by the fall of 2006. There will be further restrictions on the amount of time work is done on individual blocks. Commercial Property The above standard lighting assessment will be $20.90 per front foot. The sidewalk assessment wil{ be $48.76 per front foot. The annual operation and maintenance cost for above standard lighting will be $1.50 per lineal foot.
