The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard a11 persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all e�enses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

5UMMARY OF ENGINEERING RECOMMENDATION
PROJECT: Reconshuct concrete sidewalk surface above existing areaway vaults
abutting the First Bank Building.
PROJECT DESCRIPTION: The existing sidewalk surface and underlying water-
proofing will be removed. New waterproofing will be placed atop the structural deck of
the azeaway vaults and then a new 3" thick concrete sidewalk surface with integral curb
will be placed. Xcel Energy will coordinate the reconstruction of the sidewalk surface
above their vaults on E. Fourth St. & on N. Robert St wiYhin the project limits.
IPiITIATING ACTION: Public Works determined that the sidewalk must be replaced
as a public necessity. The accompanying "Statement of Approval of Proposed Ixnprove-
ment ProjecY' has not been signed by the building owner as building ownership is in
transition..
EXISTING CONDITION: Existing walk surface is deteriorated and patched with
bituminous in numerous locatiotts. The sidewalk above the two Xcel vaults within the
project limits is deteriorated.

PROJECT: Reconstruct concrete sidewalk surface above existing areaway vaults
abutting the 340 Cedar St. Building (Athletic Club).
PROJECT DESCRIPTION: The existing sidewalk surface and underlying water-
proofing will be removed. New waterproofing will be placed atop the structural deck of
the areaway vaults and then a new 3" thick concrete sidewalk surface with integral curb
will be placed. Minor areas of structural repair to the underside of the sidewalk areaway
structural deck will be made.
INITIATING ACTION: Public Works deternuned that the sidewalk must be replaced
as a public necessity. The building owner concurs as evidenced by the accompanying
"Statement of Approval of Proposed Improvement ProjecY'.
EXISTING CONDITION: Exisfing walk surface is severely deteriorated and has been
patched with bituminous numerous times.
