The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and sha11
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

PROJECT
This project is to improve Minnehaha Avenue from Dale Street to Arundel Street by
constructing a new bituminous surfaced street with concrete curb and gutter, concrete
driveway aprons and outwalks, boulevards landscaped with sod and trees, and a new
lantern style street lighting system. In addition, appropriate sanitary sewer repairs will
be made, lead water services in the right of way will be replaced and storm and sanitary
sewer reconnections will be made at the request of property owners.
EXISTING CONDITIONS
Minnehaha Avenue is an older concrete street that is in fair condition. The existing
street width is 44' and has wood pole lighting. The new Great Northern Business Center
development by the Port Authority on the north side of Minnehaha from Dale to Arundel
is currently under construction.
PROPOSEDIMPROVEMENTS
It is proposed to improve Minnehaha Avenue with the construction of a new bituminous
surfaced street with concrete curb and gutter, concrete driveway aprons and outwalks,
and boulevards landscaped with sod and trees. In addition, appropriate sanitary sewer
repairs will be made, lead water services in the right of way will be replaced and storm
and sanitary sewer reconnections will be made at the request of property owners.
The proposed street width is 53' to allow for one lane of traffic in each direction, a
center left turn lane, bike lanes in each direction and parking on the south side. The
new street and lane configuration will better handle the additional traffic generated by
the Port Authority development. Minnehaha Avenue will have a lantern style street
lighting system installed as part of this project. New curb may be hand fiormed to avoid
damaging boulevard trees or their roots.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled and older paved streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadway will improve drivability of the neighborhood,
and continue the Cit�s efforts to improve the street system in Saint Paul. A center left
turn lane will accommodate the new businesses of the Great Northern Business Center.
Lantern style lighting will enhance neighborhood safiety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Existing trees on the south side of Minnehaha Avenue are unlikely to be effected. New
trees will be planted on both sides of the street as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2006 and will be completed by the fall of 2006.

Public Hearing on agenda item 06-214, Minnehaha street reconstruction
(File No. 19022).
The last part of the description for this item on the agenda reads,
"...all other work necessary to complete the project." This portion of
Minnehaha Avenue, between Dale and Arundel, is listed as a bicycle route
in the Transportation Chapter of the City of St. Paul Comprehensive
Plan, and is scheduled to have on-street bicycle lanes along this route.
It is City policy to implement bicycle infrastructure when streets are
reconstructed. This project cannot be considered complete without
bicycle lanes, and all appropriate signs and markings designating the
lanes for bicycle use. I wish to be sure that sufficient funds have
been allocated to this project to fully implement the bicycle
infrastructure.
This portion of Minnehaha Avenue is a county road (33) and in the past
bicycle lanes have bee� painted on a county road but the funding was not
available to properly sign and mark the lanes. This was the case with
all of Pierce Butler Route. I appreciate the efforts of the City
Council to provide the funding to corcect this deficiency, and look
forward to seeing the signs placed there later this year. Meanwhile, I
don't wish to see this kind of oversight repeated. Please be sure that
the cost estimate provided for this project includes "...all other work
necessary to complete the project," to include the bicycle lanes their
appropriate signs and markings.
