The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WI-IEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all e�enses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

PROJECT:
Conshuct an above standard twin lantern street lighting system on White Beaz Avenue
between 140' south of Beech Street and 140' north of Reaney Avenue.
IPTITIATING ACTION:
This project is being implemented by the Depariment ofPublic Works in conjunction
with the widening of White Beaz Avenue at Minnehaha for left turn lanes to be
completed by the Ramsey county Department of Public Works. The twin lantern lighting
proposed for this intersection is per recommendarions of Council adopted White Bear
Avenue Small Area Plan.
PROPOSEDIMPROVEMENTS:
It is proposed to construct 17' ta11 twin lantern lighting system on White Beaz Avenue
between 140' south of Beech Street and 140' north of Reaney Avenue.

PROPOSED ASSESSMENTS:
As per City Council Adopted Lighring Plan, the above standard cost of the twin lantern is
proposed to be assessed against benefiting properties. The assessment rate for residential
properties is $8.41 per assessable foot, with commercial properties incurring a rate of
$42.05 per assessable foot.
In addition, as per adopted Lighting Policy, the above standard operating and
mainteriance costs will be assessed yearly to the benefiting properties. The estimated
yearly assessment for residential properties is $0.58 per assessable foot, with commercial
properties assessed at $2.90 per foot.

The Department ofPublic Works believes that this is a necessary and worthwhile project
