In the Matter of improving Burlington Road from Totem Road to Totem Road by

The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.
AND BE IT FINALLY RESOLVED, That Public Works consult and work with the Ramsey Washington
Regional Watershed to assure that the improvements made will coincide with the watershed's
mission and goals.

This project is being completed as part of the Residential Sueet Vitality Program (RSVP). This is one of the RSVP projects selected
2006 construction by Public Works and approved by the Long Range Capital Improvement Budget Committee and the City Councii.

PROJECT
This project is to improve Burlington Road from Totem Road to Totem Road, by
constructing a new bituminous surfaced streetwith concrete curb and gutter, concrete
driveway aprons, boulevards landscaped with sod and trees, and a new lantern style
street lighting system. Appropriate sanitary sewer repairs will be made. Sanitary sewer
reconnections will be made at the request of property owners. The street will receive a
new storm sewer system to alleviate poor drainage
EXISTING CONDlTIONS
Burlington Road is an oiled street in poor condition. The existing street width is 30'.
There are no sidewalks
There is no storm sewer system.
Burlington Road has wood pole lighting
PROPOSEDIMPROVEMENTS
It is proposed to improve Burlington Road with the construction of a new bituminous
surfaced street with concrete curb and gutter, concrete driveway aprons, boulevards
landscaped with sod and trees. Appropriate sanitary sewer repairs will be made.
Sanitary sewer connections will be made at the request of property owners. A storm
sewer system will alleviate poor drainage.
Decisions regarding the street width will be made keeping in mind the right-of-way
width, existing street width, any relevant neighborhood issues, and the impact on
boulevard trees. New curb may be hand formed to avoid damaging boulevard trees or
their roots. Tree trimming may be necessary to facilitate construction.
A lantern style street lighting system installed as part of this project.
ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled and older paved streets.

POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the

the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Some trees may need to be removed to necessitate curb and gutter construction. New
trees will be planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2006 and will be completed by the fali of 2006.

Residential Street Vitality Program for Burlington Road. Since I will be
unable to attend the meeting to be held on Wednesday , Pebruaiy 15, 2006,
I am writing to reemphasize my support of the new road.
Originally I was opposed to the new road. However, after attending the
November meeting I became convinced that it was not only necessary but
prudent to do it at this time. The�efore, I would like to reemphasize my
support 100%.

I am opposed to the proposed Burlington Road street project.
I don't see any real benefit for the money it will cost me as a homeowner. I
understand it wil! probably raise my property value, but that is only a benefit if I
intend to seil my home immediately. Under any other conditions it will only result
in more out of pocket expenses for homeowners. In addition to the assessment,
and the interest on the assessment, our homes will increase in value in terms of
property tax valuation, resulting in higher property taxes that we will pay for as
long as we live here. I can think of many ways I could better spend $3500 to
improve my home with immediate benefits, in addition to raising my resale value.
1 bought my home on Burlington Road eleven years ago, moving into St. Paul
from Maplewood. The first thing that caught my eye about the area was its quiet,
almost "country" charm even though it was only a 10-minute drive to downtown
St. Paui. The road itself then was much as it is now, rough, full of potholes, not
overly well lighted at night. I realized at the time I might have problems with
storm water runoff due to the lack of curb and gutter. That was part of what I
bought.
$500 worth of fancy lighting is not at ail something I would choose to pay for, if
given the choice. Curb and gutter is another unnecessary expense to my way of
thinking.
Yes, the street is rough and seems to be poorly maintained. Anyone that Iives
here and travels it every day knows that, and probab{y knows where al{ the
potholes are, and how to avoid them. And I would bet that it causes everyone
who lives here to slow down and drive a little more carefully and sanely than they
do on better streets and roads. I believe that in itself makes our road safer and
quieter and probably less traveled by non-residents. That may seem like a
strange argument to some, but I'd much rather put up with potholes, dips and
bumps than faster, noisier traffic, and more of it. And thaYs not even considering
the summer of hassles we wilf al1 fiave to tive with whife being in the middle of a
construction zone.
If the water mains on Burlington are truly in bad shape and need to be replaced,
I'd certainly be in favor of that. Water is a necessity in life. Fancy lighting, curb
and gutter and a nice, smooth road are not.
Even without the road project, property taxes in St. Pauf are getting ridiculous.
Frankly, I can't see myself living here when I'm retired and no longer need to be
near St. Paul for my work. I believe the city is pricing many people out of living in
St. Paul, and this project will only add to that push.

If tuming down this project at this time will push this project back 12 years, that
would be just fine by me. I'm sure I'll be Iong gone 12 years from now.
It seems to me that with one initial public meeting of Burlington Road residents
and a poll in which all residents were encouraged to participate, the opinion of
homeowners is certainly not strongly in favor of this project. I would urge the
council to truly listen to what we are saying and move on, rather than continuing
to try to push this project. If 54% of those responding to the poll are opposed to
the project, well, 54% is considered a pretty good margin in most elections
nowadays.
