The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Londin Lane is san MSSA route in poor condition. Storm water is managed in open drainage ditches. Pedestrians Vaveling to
Highwood Hills Elementary School have no sidewalks to use and must walk in the street.

This project is to improve Londin Lane from 'f� Road to McKnight Road by
constructing a new bituminous surfaced street with concrete curb and gutter, concrete
driveway aprons, boulevards landscaped with sod and trees, and a new lantern style
street lighting system. Appropriate sanitary sewer repairs will be made. Sanitary sewer
reconnections will be made at the request of property owners. The street will receive a
new storm sewer system to replace exposed drainage ditches.
EXISTING CONDITIONS
Londin Lane is an oiled street that is in fair condition. The existing street width is 32'
and has wood pole fighting.
There are no sidewalks.
Storm water on Londin Lane is managed in open drainage ditches.
PROPOSEDIMPROVEMENTS
It is proposed to improve Londin Lane with the construction of a new bituminous
surfaced street with concrete curb and gutter, concrete driveway aprons, and
boulevards landscaped with sod and trees. Appropriate sanitary sewer repairs will be
made. Sanitary sewer connections will be made at the request of property owners. A
storm sewer system will replace drainage ditches. Sidewalk will be constructed on the
south side of Londin Lane.
Decisions regarding the street width will be made keeping in mind the right-of-way
width, existing street width, any relevant neighborhood issues, and the impact on
boulevard trees. New curb may be hand formed to avoid damaging boulevard trees or
their roots. Tree trimming may be necessary to facilitate construction.
Londin Lane will have a lantern style street lighting system installed as part of this
project.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled and older paved streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadway will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Lantern style
lighting will enhance neighborhood safety and esthetics. An upgraded storm sewer
system will replace existing drainage ditches. New sidewalks on Londin Lane will
increase safety for children walking to Highwood Hilis Elementary School.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.

Sidewalk construction on the south side of l.ondin Lane will necessitate the removal of
some trees. New trees will be planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2006 and will be completed by the fall of 2006.

installation of a lantern style street lighting system, construction of a new
storm sewer system, construction of a sidewalk on the south side of Londin
Lane and doing all other necessary work to complete said project.
Also, the construction of and/or repair of sanitary sewer, storm sewer and
water service connections will be made at the request of the property owners.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereb�
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $1,598,000.00 financed
by 2006 MSA Funds and Assessments.
2. That a public hearing be had on said improvement on the 15th day of
February, 2006, at 5:30 o'clock p.m., in the Council Chambers of the City
Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.
