i Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
! The problem"defective sidewallc" was caused by multiple problems, nee roots, poor subgrade materials, freeze/thaw cycles, eta These
i problems occur on a citywide basis and must be addressed and corrected ammually. LeR uncosected, the sidewalk condition would
I worsen to a state where it would be unusable and subject to increased pedestrian inhuries from falls and possible litigarions.
! AdvantapeslfApproved:
' The communiry will benefit from this project because it will provide safe defect free sidewallcs for its citizens. The sidewalk contracts are
I don by private contractors generating private sector jobs as a result.
pisadvanWSles If Approved:
Historically, the sidewalk reconstruction has created negative feedback because of construction procedures and assessmenu.Property
owners question the assessments despite the fact that up to one half the assessment is City subsidized.
DisadvantageslfNotApproved:
This option would allow the infrastructure of sidewalk stock to deteriorate, which in tum, will generate more personal injury suits,
resulting in the expenditure of larger dollar amounts in repairs and replacement, as well as claim payouts.
