PAUL FINAL ORDER No Voting In the Matter of the construction of a sanitary sewer lift station (James Avenue Lift Station), associated gravity main, forcemain and sanitary service stubs located generally along James Avenue from Duke Street to Randolph Avenue/Old Shepard Road. under Preliminary Order approved The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice thereof having been given as prescribed by the City Charter; and WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improvement and has fully considered the same; now, therefore, be it RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it BY. D�f J' FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter. Across the road from the Center, the owner of Island Station wants to develop that property. The Port Authority would pay cash for their shaze and Island Station would be assessed. Initiatina Action The project was initiated by the St. Paul Port Authority as part of their River Bend Business Center development program. ExistinQ Conditions No sanitary sewer exists for the development of this area. Pronosed Improvements Sanitary sewer lifr station will be constructed near the intersection of James Avenue and Randolph Avenue. Associated gravity main will extend approximately 1000 feet east along James Avenue and Randolph Avenue (formerly Old Shepard Road). Associated Forcemain will extend approximately 900 feet west along the James Avenue right-of-way to connect to the gravity main at Duke Street. Sanitary sewer services will be stubbed out to individual lots in the area, i.e. River Bend Business Center — Lot 1 and Lot 2, Island Station, and Ashland Oil (for possible future redevelopment). Alternative Without proposed improvements development of Itiver Bend Business Center and Island Station would not be possible. Positive Benefits The addition of sanitary sewer lift station, associated gravity main and forcemain will result in the construction of new businesses. Adverse Affects Normal problems such as noise, dust and general disruptions will be present during construction. Saecial Considerations oy-�3► Close coordination of construcrion with affected reviewing agencies, i.e. UP, CP, MPCA, MCES, etc. will be required. Construction activity will need to be coordinated to minimize impact on traffic in the azea. Time Schedule Consh is to begin either September 1, 2004 or November 1, 2004 and is to be completed by June 2005.
