AE2004-01 S� VOTING WARD 7 In the Matter of acquiring the necessary right-of-way and temporary construction easements for the construcrion of a traffic signai at the intersection of McKnight Road and Lower Afton Road (see attached map and legal descriptions, E�ibit "A"); under Preliminary Order �f�a��° approved ��//�� ,3 �rjp� The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice thereof having been given as prescribed by the City Charter; and WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improvement and has fully considered the same; now, therefore, be it RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it F`URTHER RESOLVED, That the Council hereby determines the estate required for this improvement to be fee simple, absolute and easements as described above, and the City officers and City Attorney are hereby authorized and directed to take all actions necessary to acquire said real estate by purchase or eminent domain, including Quick Take; and be it FINALLY RESOLVED, That the Council hereby determines that the property rights required for this improvement be as described above, and that the proper City officers submit a report to the City Council for the purpose of the Council's making an award of damages for the interest acquired and determination of assessments, if any, against the benefitted property. The County has developed plans for the construction of signal system and minor - geometric changes in order to accommodate turn lanes. Ramsey County is constructing this signai project at the County's expense. The City of Saint Paul at its own expense must acquire addition right-of-way and temporary easements as indicated in the attached exhibit. Installation of a tra�c signal at the intersect will benefit drivers by improving the operation of the intersection. The " intersection is currently co�trolled by a four way stop. Operational problems have persisted during peak hours due to volumes. INI'PATING ACTION: Ramsey County Public Works has proposed the installation of a traffic signal at the intersection of McKnight and Lower Afton Roads. The intersection is currently controlled by four-way stop and has been experiencing operation problems due to traffic volumes. PROPROSEDIMPROVEMENTS: In addition to the installation of a traftic signal, both roadways will be widened to include left Wrn lanes at the intersechon. POSITIVE BENF.FITS: Installation of a traftic signal will improve the operation of the intersection during peak demand times. ADVERSE EFFECTS: Without the approval of Right-of-Way acquisition, the County project cannot pro�ess. TIME SCHEDULE: The Counry has scheduled this project for the 2004 construction season. COST ESTIMATES: The City of Saint Paul and the City of Maplewood are responsible for Right-of-Way acquisition in their respective jurisdictions. The estimated cost to acquire right of way and temporary consh-uchon easements should not exceed $10,000.00. ESTIMATED FINANCING: Ramsey County is Fmancing the cost of cons�ucRng, operating and maintainmg the signal system. Financing for the property acquisition and temporary easements would be through the Public Works Signal Installation Program.
