That allocation offederal money is contingent on the Cityof Saint Paul closing the Como Place railroad crossing. The two crossings parallel each other and are approximately 200' apart. To accomplish the Como Place crossing closure, Como Place from Como Avenue to Jessamine Avenue and Jessamine Avenue from Como Place to Como Avenue will be paved as a part of the Residential Street Vitality Project. The paving of Como Place includes constructing sidewalk and fencing between Como Place and ComoAvenue on both sides of the railroad tracks. The Residential Street Vitality Project includes constructing new bituminous surtaced streets with concrete curb and gutter, concrete driveway aprons and out walks, boulevards landscaped with sod and trees, and a new iantern style street lighting system on Como Place south ofthe railroad crossing and on Jessamine Avenue. In addition, appropriate sanitary sewer repairs wiA be made, lead water services in the right of way replaced, and storm sewerand sanitary sewer reconnections will be made at the request of the property owners. EXISTfNG CONDITIONS The two blocks of residential streets are "oiled" streets in fair condition. The street width varies from 30' to 35'. The existing lighting on Como Place nearComo Avenue on the northerly end ofthe project is bent straw. The existing lighting on JessamineAvenue iswood pole. The existing lighting on Como Avenue is ornamental lantern intersperced with bent straw. The existing Como Avenue roadway crossing is controlled by a two gate system. The adjacent sidewalks are not controlled by the gate system. The existing Como Place roadwaycrossing is controlled bya two gate system. The adjacent sidewalks are not controlled by the gate system. PROPOSEDIMPROVEMENTS As described above, improve Como Place; Como Avenue to Jessamine Avenue and Jessamine Avenue; Como Place to Como Avenue with the construction of new bituminous 0 3 -sro surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks, and boulevards landscaped with sod and trees. In addition, appropriate sanitarysewerrepairs will be made, lead waterservices in the right ofwaywill be replaced, and storm sewerand sanitary sewer connections will be made at the request of the property owners. The street width will likely be 32', however, relevant neighborhood issues and the impact on boulevard trees will determine the final width. The existing bent straw lighting system on Como Place north of the railroad crossing will be supplemented with an additional bent straw fixture nearer the railroad tracks. Como Place south of the crossing and Jessamine Avenue will have a fantern style street lighting system installed as part of the project. The Como Place railroad crossing will be closed and pedestrian and vehicular crossings at that location eliminated. New concrete sidewalk will be constructed on both sides of the railroad from Como Place to Como Avenue to direct pedestrians to the Como Avenue railroad crossing. The walk area will be landscaped with trees and shrubs and light levels along the southerlywalk supplemented with an omamental {antem fixture. A decorative steel mesh fence will be installed along thatwalkto eliminate random pedestrian crossings at Como Place and force pedestrian traffic to use the gated pedestrian crossing at the Como Avenue railroad crossing. The Como Avenue railroad crossing, via separate contract with the B.N. Railroad managed by MnDOT wiN receive an upgraded four quadrant gate system that greatly increases pedestrian safety and assures vehicular safety. The gates and crossings at Como Place will be removed by the B.N. Railroad as part of that contract. EASEMENT ACQUISITION The proposed walk on the south side of the railroad from Como P{ace to Como Avenue must be constructed on BNSF Railroad property. An easement along the southerly edge of the railroad property will be acquired for that purpose. ALTERWATIVES Do nothing, but if the Como Place crossing is not removed, the $381,600 federal funding allocated to upgrade the Como Avenue crossing will be withdrawn and reallocated elsewhere. If the crossings are not up graded to federal requirements, the trains will blow whistles when approaching the crossings once the pending regulations are adopted. Closelbarricade Como P1ace at the railroad crossing without paving Como Place and Jessamine Avenue. This minimal approach would likely leave the City of Saint Paul short of the required matching participation forthe federal funding and thus require Saint Paul to enter into a cost sharing agreement to fund a portion of crossing closure expense. Pave only Como Place, not pave Jessamine. lncluded in the paving of Jessamine is improvements atthe Jessamine/Como Avenue intersection thatwill make turning movements at that intersection much safer. 2 03 - SSo POSITIVE BENEFITS Utilize the $381,600 federal money allocated to upgrade the Como Avenue crossing. Improve the safety of vehicular and pedestrian traffic using the Como PfaceiComo Avenue railroad crossings. The two railroad crossings will be in compliance with federal '�vhistle blowing regulations" currently being promulgated. Upgrade the public infrastructure in the one block of Como Pface and the one block ofi Jessamine Avenue. The improvement wil{ enhance and add quality to the neighborhood. ADVERSE EFFECTS Closure of the Como Place crossing is seen as a detriment by those residents that normally use the crossing. There wiA be the typica{ problems associated with construction such as noise, dust, reduced access during construction activity, and general disruption. EFFECTS ON TREES No significant impact on trees. New trees, where appropriate, will be planted as part of the boulevard restoration. Additional trees and shrubs will be planted along the new sidewalks constructed to provide pedestrian access from the closed Como Place crossing to the Como Avenue crossing. TIME SCHEDULE The project will be constructed during the 2004 construction season. These two blocks of residential street paving will likely be included in a larger RSVP project scheduled in 2004. That a public hearing be had on said improvement on the 4th day of June, 2003. at 5:30 o'clock P.M.. in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
