The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Set up date of hearing to approve a new twin lantern system to replace the existing trolley iight pole system. This project
was initiated by the Dayton's Bluff District Council. The exisitng lighting system is deteriorating and needs replacement.
The District Council desires twin lanterns. The installation of twin IanYerr�s on this block will extend the existing rivin lantern
system already on E. 7th St. -_

The area will have an attractive lighting system and the need for replacement lighting will be adddressed. If approved,
MnDot will pay 1/2 of the labor and material cost, light levels will improve, asthetics will improve and potential future safety
problems will be avoided.
DISADVANTAGES IF APPROVEO:
There will be assessment costs to adjacent property owners for capital costs. There will be higher than normal
maintenance costs, which are proposed to be addressed through yeariy assessments for the above standard lighting
system as required by the City Lighting Policy.
DISADVANTAGES IF NOT APPROVED:
If not approved, will not receive any funding, and the existing street lighting system will remain unsighUy, with lower light
levels and possible future safety problems.

SUMMARY OF ENGINEERING RECOMNIENDATIONS

Project
Installation of an above standard, twin lantem street lighting system on E. Seventh St. beriveen
Beech St. and Minnehaha Ave. and also includes one light on E. Seventh near Payne Ave. This
system will replace the existing deteriorating trolley pole street lighting system.
Initiating Action
This project was initiated by and has been supported by the Dayton's Bluff Dish Council.
Eaisring Conditions
The existing lighting along E. '7`�' Street from Beech Street to Minnehaha Avenue and at one
location on E. 7` just east of Payne Avenue consist of troliey style light standards. The existing
system provides low light leveis and rust deterioration of the poles at their bases. In addition,
there is a lack of spare parts since this system installed in the 1920's.
Proposed Improvements
Installation of 8 twin lantern street lighting units..
Positive Benefits
This will be an attractive street lighting system that will provide adequate light for a street of this
nature, while addressing both the City's need to replace the existing system and the community's
need to continue the look of this hea�ily traveled street.
Adverse Effects
Assessments against abutting property owners are proposed far both construction costs and the
increased yearly maintenance costs created by the use of a non-standard system.

Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $60,220.00, financed by
CIB, MnDOT and Assessments.
2. That a public hearing be had on said improvement on the 4th day of
June, 2003, at 5:30 o'clock p.m., in the Council Chambers of the City Hall
and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Cnarter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

YOUR ASSESSMENT WILL BE COLLECTED ACCORDING TO THE FOLLOWING PROCEDURE!
PAYMENT When the construction, which will begin some time after approval of the project, has
INFORMATION been completed or snbstantially completed, you wi11 be notified of another public
hearing, which will occur either in the same yeaz as the construction or the year
following Yhe construction. This public hearing is called "RATIFICATION OF
ASSESSMENTS", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the tune of the Ratification of Assessments public
hearing conceming the number of years the assessment will run and the interest rate.
A few days after the ratification of assessments, you will receive an invoice. You will
then have the opportunity to pay all or part of your assessment within 30 days without
interest. Any remaining balances will be collected with your property taxes over a
period of 1 to 20 years. Partial payments of $40.00 or more will be accepted at any time.
DEFERRED Persons 65 and older or retired by virtue of a permanent and total disability may qualify
PAYMENTS for deferred payment of special assessments. If it would be a hardship and you
homestead the properiy, you may apply for deferred payment following approval of the
Ratification of Assessments by the Ciry Council.
This plan will defer payment, it will not forgive the gayment. During the deferral period
interest will continue to accrue.

CONNECTIONS If the project is for a storm sewer and / or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later date
will be more expensive, we suggest you consider installation of these connections at this
time for vacant properties.
Also, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Deparlment will notify
you if your connection needs repair.
New connections and repaired connections will be assessed.
INFORMATION For the benefit of those who will be unable to attend the hearings, Cablevision will carry
the program live on Channel 18 at the scheduled rime shown on the reverse side of this
notice.
