Existing Conditions The project area is presently served by individual wells. The Fire Department is concerned about the lack of water mains and fire hydrants, for fire protection in the area. Problems with wells have been reported. Proposed Tmprovements Construct a water main in Stinchfield Street and Burg Avenue, with a connection to the water main in Point Douglas Road, at Stinchfield Street. The water main construction would be coordinated with the street construction project in Stinchfield and Burg, as part of the Oakes of Highwood development project. Alternative To provide fire protection, the Fire Department would need to bring in water by tanker, or by running hoses. Property owners would need to install, repair or replace existing wells. Positive Benefits City Water will be available to properties served by individual wells. Fire hydrants would be installed at usual spacing, for fire protecuon. A few days after the ratificarion of assessments, you will receive an invoice. You wiil then have the opportunity to pay all or part of your assessment within 30 days without interest. Any remaining balances wili be collected with your property tases over a period of 1 to 20 years. Partial payments of $40.00 or more will be accepted at any time. DEFERRED Persons 65 and older or retired by virtue of a permanent and total disability may qualify PAYMENTS for deferred payment of special assessments. If the proposal passes, a property would only be assessed for this water main construction project if and when the owner of that properry connected to the water main. You may request new connections and/or the repair of sanitary sewer, storm sewer or water service connections. Ifyou own vacant property, we suggest that you consider requesting connections at this time. If you have experienced a problem with your sewer line, now would be a good time to repairheplace that service. If you have not experienced problems with your sewer service but your home is over 50 years old, you might want to consider televising your service (sewer inspection contractars can be found in the yellow pages). If a problem is found, it could be repaired in conjunction with the street paving project. Generally, any sewer service or water service wark done in conjunction with a street paving project is more economical because there are no additional street removal and restoration costs. Also, to ensure an effective sewer separation program and comply with state and federal mandates, all rainleaders(downspouts) must be disconnected from the sanitary sewer.
