A public hearing having been had upon the above matter upon due notice, and the
Council having heard all persons, objections and recommendations relative thereto,
and having fully considered the same; therefore, be it
RESOLVED, That the Council of the City of Saint Paul hereby orders the above
acquisitions to be made. �
RESOLVED FURTHER, That the Council hereby determines any real property required
for this matter to be fee simple, absolute and easements as described
above; and the City officers and City Attorney are hereby authorized and
directed to take all actions necessary to acquire said real property by purchase or
eminent domain.
Further Resolved, That the Council hereby determines that any real property
required for this matter be as described above, and that the proper City officers
submit a report to the City Council for the purpose of the Council's making an award
of damages for the interest acquired on said real property.

The Riverview Corridor Busway is a transit corridor proposed by the Metropolitan Council to operate from
the Maplwood Mall south through the central business district of•the City of Saint Paul and the Metropolitan
Airport and terminating at the Mall of America. The corridor would support economic revitalization, provide
a regional transportation system and relieve e�sting and future congestion of the street system. The White
Bear Avenue portion of this project will improve transit across to the Hillcrest business area by providing
improved bus shelters and improving t}�e pedestrian environment (White Bear- Hoyt to Larpenteur)
IFAPPROVED:
Addition of transit amenities and bus shelters on White Bear Avenue wili greatly improve transit customer
access to the Hillcrest business area. Pedestrian environment will be enhanced by the lighting improvements
and moving the walk further away from the traffic.
IFAPPROVED:
The work will necessitate the taking of roadway right of way on nine properties .
NOT APPROVED:
The project will not proceed.

SI7MMARY OF ENGINEERING RECOMIVI�NDATIONS
Riverview Bnsway: White Bear Avenue Right of Way Acquisifion
Report Prepared - 2-5-03
Public Hearing - to be scheduled
PROJECT:
Acquire right of way and temporary easements necessary for the widening of the sidewalk on both sides
of White Bear Avenue from Aoyt to I,arpenteur.
Construct public improvements for the 4Vhite Beaz Avenue portion of the Riverview Busway project.
Public improvements include bus shelters, sidewalks, handicapped ramps, landscaping, and street
lighting.
IrTITIATING ACTION:
The project is being initiated by the Deparhnent of Public Works.
PROPOSED IVIPROVEMENTS
It is proposed to conshuct enhanced bus shelters, bus pads, and transit amenities at the Hillcrest
Shopping Center. It is also proposed to conshuct decorafive street lighring, trees, ped rarnps at the
comers and a widened walk set back from the carb on White Bear Avenue from Larpenteur to Hoyt. The
additional walk width will require the acquisirion of additional right of way. An additional 13' of right of
way is needed on the east side of White Bear from Larpenteur to California. An additional 10' of right of
way is needed on both sides from Califomia to Iowa. An additional 10' of right of way is needed on the
west side of White Bear Avenue from Iowa to Hoyt. Temporary conshuction easements will also be
acquired. The existing walk on will be removed and reconstructed in the new locarion. Transit amenities
and bus shelters will be consiructed at White Bear and Larpenteur. It is proposed to maintain one lane of
h in each direction during the conshuction.
PROPOSED RIGHT OF WAY ACQUISITION:
It is proposed to acquire the right of way as shown on the attached map.
POSITIVE BENEFITS:
Addifion of transit amenities and bus shelters on White Bear Avenue will greatly improve transit
customer access to the Hillcrest business area. Pedestrian environment will be enhanced by the lighfing
improvements and having the walk further from the traffic.
ADVERSE EFFECTS:
The widening will necessitate taldng of roadway right of way on 9 properties. The Ciry of Saint Paul will
provide relocafion payments and services to owners of acquired properties in accordance with the
Uniform Relocation Assistance and Real Froperties Acquisition Policies Act of 1970, as amended and
required under state law.
TIME SCHEDULE:
The project will begin in the spring of 2004 and will be completed by suminer of 2004.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above mentioned, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost to acquire the property rights mentioned is $750,000
to be financed by Project Funds.
That a public hearing be had on said improvement on the 26th dav of March,2003,
at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House
Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
