The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTI3ER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Project
Installarion of an above standard, twin lantern street lighting system on West Seventh Street from
Munster Avenue to Madison Street. This system will replace a combination of bent straw
fixtures (9) and triple globe fixtures (4).
Initiating Action
This project was initiated by Shaun Barstch of District Council 15 and is supported by District
Council 15 and the majority of businesses on West Seventh within the project limits.
Existing Conditions
West Seventh Street in this area is 56 feet wide. The vehicle travel lanes consist of two lanes in
each direction and a common center turn lane. The present standard lighting system is a
combination of bent straw fixtures and triple globe fixtures. The City's lighting policy is that any
type of ornamental lantern system built on a roadway greater than 50 feet is to be considered
"above standard" and as such is subject to assessments to finance the capital consriuction costs
and the annual operating and maintenance cost.
Proposed improvement
Installation of 52 twin lantern fixtures.
Positive Benefits
This will be an attractive street lighUng system that will provide good light for a commercial
street of this nature, while addressing the communities desire to improve the look of this heavily
traveled street that is an entry way to the City of St. Paul. This will be a continuation of another
twin lantern street lighting project on the Trunk Highway #5 bridge over the Mississippi River
and up to the City limits, just to the west of this project. That bridge project is being paid for by
MnDOT and is planned for construction in 2004.
Adverse Effects
Assessments against abutting property owners for both the capital construction cost and the
increased yearly maintenance and operating costs created by the use of an above standard street
lighting system such as the twin lantern system.
Time Schedule
This project is proposed for construction in suimner/fall of 2004.

The Council of the City of Saint Paul having xeceived the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $400.000.00, financed by
Assessments and STAR Grant.
2. That a public hearing be had on said improvement on the 17th day of
December. 2003, at 5:30 o'clock n m, in the Council Chambers of the City
Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.
