PSM:bk Attachment Responsive Services • Qualiry Fncilides • Employee Pride c � SUMMARY OF ENGINEERING RECOMNIENDATIONS �a"� St Clair AvenuelCliff Street between West Seventh Street and Smith Avenue Report Prepared -11-19-01 Public Hearing - to be scheduled PROJECT: Improve St. Ciair Avenue/Cliff Street between West Seventh Street and Smith Avenue (City Project 02- P-1216) by grading, paving with bituminous, constructing curb, driveway aprons, sidewalks, railings, placing topsoil and sodding boulevards, constructina stormwater drainage facilities, installing lantern style street lighting, tree planting, and doing all other work necessary to complete said improvement. INITIATING ACTION: The project is included in the proposed 2002-2003 Capital Improvement Budget. EXISTING CONDITIONS: St. Clair Avenue/Cliff Street is a Municipa( State Aid Street and is classified as a collector in St. PauPs Transportation Policy Plan. It provides a connection beriveen West Seventh Street (TH 5) and Smith Avenue (TH 149). Currently the roadway carries 2 lanes of traffic and parking is allowed on both sides of the street. The existing roadway is a concrete pavement which was constructed in the early 1960's and is in poor condition. There is very little landscaping located within the right of way due to lack of boulevard space. The average daily traffic(ADT) on St. Clair/Cliff Street is 6,200 vehicles per day. The roadway is posted for a 30 mph speed limit. There is an all way stop control at the C1iff/Michigan intersection. The width of the existing roadway and right of way varies. St. Clair Avenue between West Seventh and Ann Street is 38' wide in a 50' right of way. There are 6' wide sidewalks behind the curb. The properties adjacent to the roadway are residential homes and condominiums with some commercial development at the West Seventh Street intersection. The front of the houses ue generally located 5 to 15' behind the property line. The right of way and roadway width of St. Clair/Cliff widen as the roadway turns northeast and follows the top of the bluff overlooking the Mississippi River Valley. Between Ann Street and Smith Avenue, the existing roadway width varies between 40 and 44' and the right of way width is generally 60' wide, with 5' wide sidewalks located on both sides of the roadway. The sidewalk is directly behind the curb on the east side and there a narrow boulevard area between the sidewalk and curb on the west side. There are residential properties on the west side and the river bluff is on the east side. As a sepazate MSA funded project, the retaining wall on Cliff Street between Superior and Smith was reconstructed in 2001. PROPOSEDIMPROVEMENTS The existing roadway will be reconstructed with a full depth bituminous pavement. New curb, driveway aprons, and outwalks will be constructed. The existing public sidewalk will be removed and replaced in areas where street work necessitates sidewalk removal. Provision of striped on street bicycle lanes on St. Clair/Cliff is an component of the City's Transportation Policy Plan. Public Works has worked with the community and the St. Paul Bicycle Advisory Board to develop a design which provides for bicyclists and meets the community's desire to narrow the roadway to create more greenspace and calm traffia The roadway travel lanes will be constructed generally to a 14' width to allow "shaze the road" signing to be installed on the roadway. This 14' width provides enough room for a motor vehicle to share the travel lane with a bicyclist. The roadway will be signed for "share the road", but will not be striped for bicycle lanes. In order to provide for the 14' wide lanes and Page 1 of 2 1S�-'�. to provide more green space, pazking will be banned on the on the south side of St. Clair and on the east side of Cliff: Bumpouts will be constructed on St. Clair/Cliff at intersecting streets. In addition, bumpouts will be constructed and/or the roadway will be narrowed on intersecting streets �vhere possible. The attached drawing shows the configuration of the pmposed roadway. The existing stop sign at the ClifF Michigan intersection will be removed. The existing guard rail located between the roadway and sidewalk on the bluff side of Cliff Street between St. Clair and Superior will be removed and be replaced with concrete parapet wall with omamental railing located behind the sidewalk similar to what has been constructed north of Superior Street. The sidewalk on the bluff side of Cliff Street will be reconstructed and widened. An overlook will be constructed in the sidewalk azea. The width gained by narrowing the roadway will be landscaped. The existing stop sign at the Cliff Michigan intersection will be removed. A lantem style street light system will be installed. POSITIVE BENEFITS: The proposed roadway design accommodate bicyclists and provide for more green space along Cliff Street. TIME SCHEDULE: The project will begin in spring of 2002 and wiil be completed by fall of 2002.
