MINiTTE5 OF THE LEGISLATIVE HEARING SIDEWALK ISSITE - 1587 and 1595 Reaney Avenues Thursday, June 13, 2002 Room 330 Courthouse Gerry Strathman, Legislative Hearing Officer The meeting was called to order at 11:10 a.m. STAFF PRESBNT: Allan Czaia, Public Works-Sidewalks A1 Czaia reported they received a complaint in 2001 about the lack of sidewalk on Reaney Avenue between Hazelwood and Germaine. There was some existing walk that needed repair and the block is incomplete with sidewalk. Public Works indicated they would look at making a proposal for repairs and complete the block at least on one side. Mr. Czaia has looked at the block. There are large trees on the south side, which would haue to come down for a sidewalk proposal to complete that side. That would be very costly. He opted to complete the north side only. There are 4% houses with sidewalk and about 5%Z without. There is nothing in the way to complete a mainline sidewalk on that side. The proposal is for the north side of Reaney between Hazelwood and Germaine. Gerry Strathman stated this would effect the property owners that don't have sidewalks. Mr. Czaia responded it would effect all properties on that side. The existing sidewalks do need repair. Everyone would be effected. Reconstruction of sidewalk is a 50% assessment rate; new conshuction is 100%. Mr. Strathman suimnarized: the southside is not under consideration. The people on the north side who currently have sidewalk, may be seeing some assessment to repair those sidewalks and those assessment would be about half. The people on the north side of Reaney who do not haue sidewalks would have new sidewalks and be assessed the entire cost. Mr. Czaia responded yes. Mr. Strathman asked are these typical size lots. Mr. Czaia responded some are double and some are single. Mr. Strathman asked about the cost of a sidewalk for a double lot. Mr. Czaia responded the appellants shouid have received an estimate in their notification. It is around $2,000. A single lot is about half of that. Also, it would make a difference on concrete driveways crossing because those areas do not need sidewalks and there is a price reducrion. There is a difference per house. Mr. Strathman asked when this work is done. Mr. Czaia responded this fall. Mr. 5trathman asked is this work done by contractors hired by the City. Mr. Czaia responded yes. Daniel Irvin, 1587 Reaney Avenue, appeazed and stated there is nothing about a sidewalk that he D3-- 411. LEGISLATIVE HEARING MINUTES - SIDEWALK - 1587 and 1595 Reaney Avenues Page 2 would want. He does not want to sweep it or shovel it. If Deonne Brady is upset because drivers are going too fast, maybe another officer is needed. He has never had a problem with people on the grass. Mr. Strathman asked how big is his lot. Mr. Irvin responded 90 feet. Bili Reynolds, 1595 Reaney Avenue, appeared and stated he does not have small cluldren so sidewalks are not an issue. He is raising teenage grandldds right now. He raised three kids from birth to graduation from high school in an area of town with no sidewalk. Kids played in the driveway and playgrounds. He is on the comer and has 110 feet. He just put in a new black top driveway last fall. Now, the City will take out a section that he paid for. He already has 90 feet of a huge driveway to snow blow. Now, he will end up with 110 feet of sidewalk, less the width of the driveway. He will be 60 years old in October. In another six to seven yeazs, he would like to zetire. He is not looking forward to adding more work to the place. The sidewalk has no value to kum. Safety-wise, it is a moot point. Kids are safer playing in their yards on a sidewalk than they aze in the street or in their own driveway. Ae will not contest the safety standpoint, but he contests having $2,900 added onto his tases over the next ten years. Mr. Strathxnan asked is a person assessed on both sides for a corner lot. Mr. Czaia responded he is only assessed for the short side. The amount is based on the square footage rimes the length. His is the largest lot at 110 feet wide. Deonne Brady, 1555 Reaney Avenue, appeared. She stated Bill has a comer lot. There is no sidewalk on Germaine. She asked will a sidewalk go up Germaine and will he be assessed for that. Mr. Czaia responded if there was a sidewalk proposal for the Germaine side, that would be his long side and nonassessed. Mr. Brady stated she called the City a year ago to ask for a sidewalk. She has little kids. There are 22 houses, and 8 of them have children; 7 of those 8 houses have children under the age of 12. There are lots of kids in the street. There are a cluster of little children between 3 and 7 years of age. Ms. Brady has a double lot in the middle of the block that has a sidewallc for half of the lot and no sidewalk on the other half. One of the reasons she lives in the City is because of sidewalks. She moved from another City neighborhood and did not realize until she moved in that there were no sidewalks for half of the block. She has never seen anyone walk on the ground. She sees children catch the bus to go to school and they waik in the street. Kids ride their bikes in the street. In the last 12 months there have been three traffic accidents in the middle of the block. There are lots of speeders. A stop sign would be in order. Hauing a safe place for people to walk is also in order. A person cannot put a price on safety. She does not allow her children to ride their bikes in the street. She has seen a number of near misses of little kids in the street with a car speeding by and the children getting out of the way in the nick of time. As for shoveling, stated Ms. Brady, she lived in a Saint Paul neighborhood for 16 years that had sidewalks, and she had a daycare. Shoveling is good exercise. It was not a big deal. Someone can hire a kid to shovel, too. b�,_c.��- LEGISLATIVE HEARING MINUTES - SIDEWALK - 1587 and 1595 Reaney Avenues Page 3 Mr. Strathman stated when he has these types of issues, he has to look to the City policy. It is the City's standing po&cy that there will be sidewalks in residential areas. When the City has a opportunity, Public Works's directive is to install sidewalks whenever pracrical. Public Works is saying that sidewalks are practical in this situation. In accordance with the City's policy, he will recommends to the City Council that they approve the installation of a sidewalk here. In fairness to the gentlemen that do not want a sidewalk, they can come to the City Council meeting on 7une 26 and make their objections there. Also, they can talk to the Councilmember Bostrom who represents thas area. Mr. Irviu stated he lmows someone that does concrete work. He asked can he haue this work done himself. Mr. Czaia responded a homeowner can at anytime reconstruct or conshuct sidewallc in front of them. The person that does the work has to be approved, licensed, and insured with the City because they aze out in the right-of-way. It the person is on the City's list, he can do the work. Gerry Strathman recommends approval.
