The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

Public Hearing -
PROJECT
This project is to rebuild E. Sixth Street from Mounds to Maria by constructing new
bituminous surfaced street with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style street
lighting system. This project will also replace the temporary asphalt islands at Sixth,
Hope and Sinnen with concrete islands.
This project is a component of a long term overall community initiative to improve public
safety and enhance the quality of life and aesthetics of the neighborhood and Metro
State campus.
EXISTING CONDITIONS
The existing concrete street is aging and the boulevards are very narrow. Parking is
allowed on both sides and it has one lane of traffic in each direction. Motorist consider
E. Sixth Street as an extension of the Interstate 94 on/off ramps.
PROPOSEDIMPROVEMENTS
It is proposed to improve the aging concrete street with the construction of new
bituminous surface, concrete curb and gutter, concrete driveway aprons and outwalks,
lantern style lighting and boulevards landscaped with sod and trees. The roadway will
be narrowed, parking eliminated on both sides and the boulevards widened.
ALTERNATES
To do nothing will continue to encourage motorist to use E. Sixth Street as an extension
of the Interstate 94 on/off ramps. Traffic levels and noise will continue to be high.

POSITIVE BENEFITS
This project will improve the quality of the road surface and reduce traffic volumes,
speed and noise. It will assist traffic to transition from freeway to neighborhood streets.
It will enhance traffic flow at Metro State and in front of Sacred Heart Church. It wiil
create a safer pedestrian area along Sixth Street and Metro Campus. It will encourage
through iraffic to use Seventh Street.
i4DVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the block, and general disruption will be present.
EFFECTS ON TREES
The increased boulevard width will have a positive effect on boulevard trees. New trees
will be planted as part of the boulevard restoration.
TIME SCHEDULE �
The project will begin in late summer of 2002 and wifl be completed by early fall of
2002.

Ia the Matter of improving the following streets with bituminous roadway,
construct concrete curb and gutter, concrete driveway aprons and outwalks,
boulevard sodding, tree planting, construction of a lantern style lighting
system, and doing all other work necessary to complete said improvement of
East Sixth Street from Mounds Boulevard to Maria Avenue.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $225,000
financed by assessments of $5,00�, MSA of $17�,000 for 2002, and
City Sales Tax of $50,000.
2. That a public hearing be had on said improvement on Wednesday, 26th
of June, 2002, at 5:30 o'clock P.M., in the Council Chambers of the
City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in
Che manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.
