RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City

PROJECT
This project is intended to restore and reconstruct East Como Lake Drive from the Wheelock -
Victoria intersection, northwest along the shore of Lake Como to the Lexington Parkway
intersection, by conshucting new curb and gutter, replace existing stone retaining wall, new
storm sewers, new pedestrian and bicycle trails, lantem style lighting, landscaping including
restoration of the shoreline of Como Lake, park filrniture and signage.
EXISTING CONDITIONS
The existing roadway was built as a two-way street and was most recently paved in 1972, at
which time the pedestrian and bicycie trails were also built. The street width is 32 feet, and since
1982 when the street was converted to one-way, the unused portion of the street has funcrioned
as a bicycle trail, which is separated from the traffic lane by precast concrete curb secrions
fastened to the road surface. The paved surfaces are in generally fair to poor condition. The
street is unevenly lighted by lights mounted on wood poles. The trails are not lighted at all.
Much of the landscaping is in poor condition, as is the shoreline vegetation which has largely
been taken over by non-native species.

The existing roadway will be removed and replaced along its existing aligmnent with a 20 foot
wide roadway suited to one-way traffia The existing trails will be removed and realigned where
possible, taking advantage of the additional space resulting from the narrower roadway. Along
the shoreline, non-native plants will be replaced by native species more suited to the location.
Street trees will be planted as well, and boulevard areas sodded. Catch basins along the roadway
will be rebuilt, using stormceptor-type catch basins to trap sediment and debris which would
otherwise flow into the lake. Lantem style street lighting will be installed the entire length of the
project, consistent with the lighring on the west side of the lake and throughout Como Park. Park
benches and signage will be installed at appropriate locations along the traiis.
ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing streets,
trails and parkland.
POSTTIVE BENEFITS
General improvement of the public land will enhance and add quality to the neighborhood and to
Como Park. The new lighted roadway and trails wili improve safety for drivers, bicyclists and
pedestrians. Improved stozxn sewer systems and revegetation of the shoreline will have a positive
impact on aesthetics and water quality as well.

2. That a public hearing be had on said improvement on the 20th day of
March. 2002. at 5:3Q o'clock n.m., in the Council Chambers of the City Ha11
and Court House Building in the City of Saint Paul.
