Initiating Acrion: The project was initiated by Public Works and Ramsey County. E�sting Condition: This section of Lafayette Road is a Municipal State Aid Street and is classified as a Class B Minor Arterial in St. PauPs Transportation Policy Plan. Currently the roadway carries 2lanes of traffic in both directions and pazking is not allowed. The existing roadway is a concrete pavement and is in fair condition. The average daily traffic on Lafayette Road is 14,175 vehicles per day and the posted is 30 mph. There is a signalized intersection at Grove Street and at i3niversity Aver.ue. There is no exisUng street lighting along this block of Lafayette Road. The width of the existing roadway and right of way varies. Generally, Lafayette Road from Grove Street to University Avenue is 48' wide in a 80' right of way. However, both the road and right of way widths widen at University Avenue. On the east side of Lafayette Road there aze 5' wide sidewalks with a 11' boulevard. There is a 5' wide sidewalk on the west side of I.afayette Road but the alignment varies. The properties adjacent to the roadway are commercial development and governmental facilities. Proposed Improvements: The existing roadway will be widened with concrete pavement. The width gained by widening the right of way will be used to construct left turn lanes and a concrete center island with twin arm style street lighting to match the rest of Lafayette Road. New curbs, driveway aprons, and sidewalks will be constructed on the west side. The roadway travel lanes will be constructed to a 11' width and the left turn lanes to a 10' width. The center island will be 14' wide. Positive Benefit: Public Works has been working with Ramsey County with improving this section of Lafayette Road. Currently, Ramsey County is constructing a new jail and law enforcement center on the west side of I,afayette Road. This project will make this block of Lafayette Road safer b}� channelizing traffic, limiung access and solving a lighting problem. It will make this section of roadway consistent with the rest of Lafayette Road. AE2001-11 VOTING SVARD 2 In the Matter of improving Lafayette Road from Grove Street to University Avenue by widening with concrete pavement, constructing curb, left turn lanes, center island, driveway aprons, sidewalks, stormwater drainage facilities, placing topsoil and sodding boulevards, installing twin arm style street lighting, tree planting, and doing all other work necessary to complete said improvement, including acquiring the necessary right-of-way and easements (see attached map). The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves: 1 2 3 That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $6,875, financed by project funds. That a public hearing be had on said improvement on the 20`" of March. 2002,at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul. Tliat notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
