pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RE30LVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
E'URTHER RESOLVED, That the Council hereby determines the estate required
for this improvement to be £ee simple, absolute and easements as described
above, and the City officers and City Attorney are hereby authorized and
directed to take all actions necessary to acquire said real estate by purchase
or eminent domain, including Quick Take; and be it

PROJECT:
12emove the existing bridge and reconstruct a new Earl Street Bridge along with approach roadways over
East Seventh Street, UP Railroad and Ramsey County Regional Rail property.
Also, acquire the necessary right-of-way and easements to accomplish this work.
INITIATING ACTION:
The project is being initiated by the Department of Public Warks.
EXI5TING CONDITIONS:
The existing Eazl Street Bridge was built in 1912. Aithough extensive rehabilitation work was done in
1956 and sidewalk and railing replacement was done in 1969, it was necessary to downgrade the
maximum load limit to 15 tons in 1992, and finally to 5 tons in 1997. While the roadway and sidewalk
widths (40 ft. & 8 ft.) aze adequate, the vertical geometry and sight distances are well below current
standards.
PROPOSED IMPROVEMENTS:
The project involves the removal of the existing bridge and approaches, followed by the construction of a
new bridge and approaches. Due to the existing substandard geometrics resulting in unsafe sight
distances and deficient veftical clearances, the roadway grade will have to be reconstructed from Ross
Avenue on the south to York Avenue on the north.
Due to the required change in grade, preliminary design indicates it will be necessary to acquire
temporary and permanent easements as shown on the attached map.
The proposed bridge roadway will have a width of 36 feet with 8 foot sidewalks. The railings will be a
combination of a concrete base section with an ornamental railing (including lantern lighting). This
railingJlighting design will be consistent with that used on the new Edgerton and Arcade Street bridges.
Due to inadequate sight distance and safety concems, the two one-way street connections between Ross
Ave. and East Seventh Street paralleling the bridge approach will be eliminated. Access to all adjacent
properties and the alley on the east will be maintained.
The York Ave. roadway connection from the properties below the bridge adjacent to the north approach
will be relocated westerly to improve the safety of the York/Earl intersection.

ALTERNATIVES:
To do nothing would result in the eventual closing and subsequent removal of the existing bridge. This
would by default result in the elimination of the Eazl Street crossing which is contrary to the City
Comprehensive Plan as well as to the neighborhood's goals.
POSITIVE BENEFITS:
New aesthetically pleasing bridge capable of carrying le�al loads.
ADVERSE EFFECTS:
Normal impacts from construction such as noise, dust and general disruption will be present. There will
be times when East Seventh Street will need to be closed to traffic.
TIME SCHEDULE:
It is intended to award a contract for the removal of the existing bridge in November of 2002. This
activity would be immediately followed by the awazd of a contract for the construction of the new bridge
beginning in January or Febmary of 2003. Completion of the project would occur in the fall of 2003.

Ia the Matter of replacing the Ear1 Street Bridge over East Seventh Street, the Union
Pacific Railroad and Ramsey County Regional Rail property by r�noving the existing
br_idge(No. 90a12} and constructing a new bridge (No. E25"5). and doing all other work
necessary to complete said improvements, including acquiring the nECessazy right-of-
way and ease-nents (see attached map;.

The Council of the CiCy of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $6,044,000.00 financed by project funds.
That a public hearing be had on said improvement on the 27"' of Februarv.
2002,at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
