The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hexeby directed
and authori2ed to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, t11e proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT
This project is to improve the area referred to as the Margaret-Atlaniic Residential
Street Vitality Project (Area 22), by constructing new bituminous surfaced streets with
concrete curb and gutter, concrete driveway aprons and outwaiks, boulevards
landscaped with sod and trees, and a new lantern style street lighting system. ln
addition, appropriate sanitary sewer repairs will be made, lead water services in the
right of way will be replaced, and storm sewer and sanitary sewer reconnections wili be
made at the request of property owners. This project area is surrounded by Minnehaha
Avenue on the north, Birmingham on the east, Hwy 94 on the south, and Earl Street on
the west (see attached map).
EXISTING CONDITIONS
Most of the residential streets in the project area are oiled. A few of the streets have
concrete curb; the rest have no curb at all. The street widths vary some in this area,
generally between 29' and 35'. The street surfaces are generally in fair condition.
About half of the area has old green lanterns as the existing street lighting system. The
rest of the area, if it has any fights at ali, has them mounted on NSP's wood poles.
PROPOSEDIMPROVEMENTS
It is proposed to improve the following streets with the construction of new bituminous
surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks.

Decisions regarding the street widths wili be made keeping in mind the right-of-way
widths, existing street widths, any relevant neighborhood issues, and the impact on
boulevard trees. New curb may be hand formed to avoid damaging boulevard trees or
their roots. Tree trimming may be necessary to facilitate construction.
All the streets to be paved (listed above) will also have a lantern style street lighting
system installed as part of this project.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
in this neighborhood will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS
Normai problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption wi41 be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
p{anted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2003 and will be completed by late fali of 2003.
There will be further restrictions on the amount of time work is done on individual
segments of streets.

alternatives, and that the estimated cost thereoi is $3,492,035
financed by assessments of 913,114 and CIB of 2,578,921 for 2001.
That a public hearing be had on said improvement on Wednesday, 4th of
December, 2002, at 5:30 o�clock P.M., in the Council Chambers of the City
Hall and Court House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing,

Obiections -This property at 418 Johnson Parkway is on the southeast corner of the
intersection of Johnson Parkway and Wilson Avenue; it is my homestead.
My objection to the improvements are based on my belief that the value of my
residence will not be increased by the proposed assessment estimate of $2,001.00.
Pavin - The service road that is in front of my resii�ence is in good condition, in my
opinion, and only handles light traffic from the neighbors who use it to get to, and from,
their residences.
Curbina- Curbing is not needed ; the present curbing is not fancy (it is just formed
asphalt), but it is serviceable.
Li htin - The present lighting is fine if it would come on at night when it is supposed
to be on!
Gutters - The gutters that are now in place appear to be relatively new; I cannot
understand why the City wants to repface them.
As I state above, I do not believe that the proposed improvements will add
$2,000.00 to the value of my home. {f the City wants the work done, the City should pay
the entire cost.

�ecific Objection - This lot on W ilson Avenue is undeveloped and contains a stand
of trees. It acts as a buffer between the residences of Johnson Parkway and an apartment
buifding to the east.
The lot has an odd shape ( a diagram is attached) and it is my opinion that, while
the lot may be buildable, its best use is to remain a vacant lot.
It is about 6 to 8 feet lower than the apartment building parking lot that is adjacent
to it on the east, and any developer would have to build a 132-foot retaining wall on the
east side of the lot.
This lot would receive no financial enhancement for the proposed paving, curbs or
gutters. It does not need any lighting.
General Objections - Wilson Avenue from Johnson Parkway east to the cul-de-sac
shown on the proposed STREET PAVING MAP is a"speedway," and the last thing I would
like to see is having this stretch upgraded to any better condition.
The stretch in question, as some of you may know, is an entrance to Interstate 94
East and Highway 61 South. It also serves as an exit for Interstate 94 West. It carries very
heavy traffic, both night and day, and I estimate the average speed of the cars is between
35 to 40 miles per hour. This traffic also brings a great deal of litter (McDonald cartons,
empty beer and pop cans, etc.) into the neighborhood.
1t is my opinion that repaving this road will compound the present problem and
actually cause a drop in the property values of the residences that are now on this stretch
of Wilson Avenue.
If the City wants it repaved and relighted, the cost should be assessed against the
City as a whole because the individual properties are not going to be financially benefited
by the proposed work.
