The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized �o proceecl with the improvement; and be it
FUEtTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

The Port Authority and its neighborhood partners are preparing to embark on the redevelopment of the Great
Northem Business Center Phase I, also known as Maxson Steel.
As we discussed, a couple of weeks ago, the Port Authority wishes to levy additional special assessments in
the amount of $15Q000 for installation of a stoplight at the site. These special assessments will be divided
among property purchasers based on the percentage of property purchased.
I understand the city's process is to certify to Ramsey County principal and intecest amounts gaya6le for each
year's property taxes over a twenty-year period. I also realize that the interest rate is now 6.5% and will be
applied to unpaid balances, and that the total assessment can be paid at one time. These facts will be
conveyed and agreed to via purchase agreements signed by purchasers of land.
You will recall the Port Authority assessed approximately $300,000 back to Williams Hill land purchasers
with no objection or disagreement by land purchasers. Each purchaser saw the value of the public
improvements being constructed and was willing to pay its fau shaze. The total cost of site improvements for
the Great Northem Business Center Phase I is $1,345,000, the Port Authority proposes to assess back to
property purchasers a total of $470,000. The Great Northern Business will contain appro�mately 19
developable acies of land.
I have included a budget for the use of the additional $150,000 of special assessment funds. In addition, the
engineering smm��ary report you requested and a map of the Great Northern Ausiness Center Phase I are
attached.
Construction of the site improvements for the Great Northern Business Center Phase I will commence on
approximately August I, 2001, and will be complete on approacimately November 1, 2001.

Project
The proposed proj ect includes redevelopment of 21 acres of former steel foundry
property. Prior to the Port Authority's demolition and remediation efforts in 1997, the site
was improved with almost 300,000 squaze feet of a combination of inetal and brick
manufacturing buildings. The Port Authority demolished approximately 200,000 square
feet of the brick buildings in the center portion of the site after receiving a 7.5-acre parcel
from Ramsey County's tax forfeiture process. The Port Authority will begin demolition
and remedation on the remaining acreage in April of 2000 and begin construction of site
improvements in June of 2000 in order to provide new building sites in October of 2000.
The site is expecCed to generate 19 developable acres of land that will yield a minimum of
281 jobs using the Port Authority's minimum criteria and possibly 450 to 500 jobs using
actually results at other Port Authority business centers. The site is bounded on the north
by Topping Street, on the east by Como Avenue, on the south by the Burlington Northern
main line and on the west by Dale Street.
InitiatinQ Action
The project was initiated by the St. Paul Port Authority as part of its industrial business
center redevelopment.
Existin� Conditions
The existing site is approximately 21 acres in size. The site formally contained
approximately 150,000 square feet of inetal buildings that were demolished to make way
for new construction. The site was contaminated and most of the remediation took place
in 2000 in accordance with an MPCA approved response action plan and the demands of
the private mazketplace in arder to buy and sale property. Sanitary sewer, watermain and
other utilities are not adequate as currently conshucted to provide for industrial
redevelopment. The site is zoned I2, but will most likely contain Il uses due to the
resh imposed by the Port Authority's urban design covenants.
• Pronosed Improvements
A four-way stoplight will be installed at the corner of Dale & Topping Streets to provide
safe ingress and egress.

Alternative
To do nothing would not be consistent with the city's overall plan to remediate
"brownfield" areas and improve neighborhoods. In fact, the Frogtown and North End
neighborhoods crafted a vision that calls for industrial redevelopment of the former
Maacson Steel site in order to create new jobs for neighborhood residents.

Positive Benefits
The proposed four-way stop light at the intersection of Dale and Topping Streets will
alleviate a difficult ingress and egress situation for businesses, residential neighbors and
the proposed Great Northem Business Center on Topping Street. The Aale Street Bridge
over the Burlington Northem railroad tracks has a significant downward grade after
crossing the railroad tracks, which means that vision of drivers traveling north from
Minnehaha toward Como is obscured by the significant hill. A traffic signal at Dale and
Topping Streets wiil increase traffic safety both for residents and commercial and
industrial traffic entering and exiting Dale Street.
Adverse Affects
Normal problems associated with construction such as noise, dust and general disruption
will be present.
�ecial Consideration
Close coordination oFconstruction with affected reviewing agencies, i.e. MnDOT, BN,
MPCA and City of Saint Paul will be required. Consiruction activity will need to be
coordinated to minimize impact on traffic in the azea.

The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
l. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $200,000.00, financed by
$150,000.00 assessments and $50,000.00 Tax Increment Financing.
2. That a public hearing be had on said improvement on the 27th dav of June
2001, at 5:30 o'clock b m, in the Council Chambers of the City Hall and
Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in
manner provided by the Charter, stating the time and place of hearing,
nature of the improvement and the totial cost thereof as estimated.
