Left uncorrected, the sidewalk condition would worsen to a state where jt would be unusable and"subject to increased pedestrian injuries from falis and possible litigations. The community will benefit from this project because it wil! provide safe defect free sidewalks for its citizens. The sidewalk contracts are done by private contractors generating public sector jobs as a resutt. Historically, the sidewalk reconstruction has created negative feedback because of construction procedures and assessments. Property owners question the assessments, despite the fact that up to one-half the assessment is City subsidized. Having to assess for walk reconstruction remains a controversial issue. Public Works will make a reasonable effort to reduce the number of replacement panels by up to six panels if possible. rrn o�- ��� D�IINtJTES OF THE LEGISLATIVE HEARING SIDEWALK ISSUE - 2275 Youngman Avenue Wednesday, May 30, 2001 Room 330 Courthouse Gerry Strathman, Legislative Hearing Officer The meeting was called to order at 10:30 a.m. STAFF PRESENT: Allan Czaia and Gerald Tvedt, Public Works-Sidewalks Gerry Strathman stated this meeting is being held to hear objections regarding a sidewalk reconsttuction project. (Bob Young gave a document to Mr. Strathman.) Bob Young, 2275 Youngtnan, appeazed and stated his board of directors asked him to appear today regazding the sidewalk on the block from Springfield to Madison which includes the block where he resides. There are 34 panels scheduled to be replaced. Mr. Young walked the block and found that 22 panels need to be replaced. He noted the panels in his document. Some of the panels were previously replaced and are cracked again. Mr. Strathman asked is his request thaY they replace 22 panels. Mr. Young responded in the �rmative. AI Czaia reported that Mr. Young is talking about cracked panels, but Mr. Czaia is looking at other things besides cracks, such as tree heaves, settled panels (also called water pockets) that will hold water, and seven panels have reverse slope which means water is not n�nning across to the boulevard, but being held up on the property side. Public Works likes to get water flowing from properiy side to boulevazd side and then out towazd the street. There are about 22 to 24 cracked panels. Mr. Strathman stated fhe additional 10 or 12 panels are because of the slope. Mr. Czaia responded there are 7 panels that need replacing for reverse slope, 3 panels listed as settled with a water pocket, 4 panels listed as having tree heaues, and the rest aze cracked panels scattered throughout the block. He and Mr. Young are probably in agreement about the ones that aze cracked. The difference is the others that do not appear to be a broken panel but are out of alignment. Mr. Strathxnan asked did he look at the panels in terms of tree heaves and slopes. Mr. Young responded there were two of them. He did noY note any panels that were sloped or ponding. Was it common practice, asked Mr. Stratlunan, to replace panels with reverse slopes when sidewalks are being repiaced. Mr. Czaia responded it is something that he normally does and he makes that proposal. People will debate whether there is merit to that. He can take a second look 0�,. It couId settle back after tfie frost is gone. Mr. Strathmau asked can the reverse slope panels be left alone if the condo associafion is okay with leaving them and is that a problem for Public Works. Mr. Czaia responded he would like to look at the panels a second fime to make sure Public Works is not leaving panels that have a potenrial for water ponding, which could cause ice to build up. If there is enough of a slope on a krill, a reverse ponding will sflll drain down the hill. If that is not a real issue, the panel can be left in. The concern he has is standing water. He would assume, statec3 Mr. Sirathman, that the condominium associarion does not want standing water. NIr. Young agreed. Mr. Strathman stated it does not seem they are far apart here. He asked if Mr. Czaia is willing to take another look at the sidewalk. Mr. Czaia responded that is not a problem. Mr. Strathxnan suggested Mr. Czaia and Mr. Young view the sidewalk together. Mr. Strathman will defer a decision until later. If they come to an agreement, that will be the end of the matter. If they disagree, Mt. 5trathman will talk to Mr. Czaia and Mr. Young on the telephone, and make a decision about the panels on which they disagree. Left uncorrected, the sidewalk condition would worsen to a state where jt would be unusable and"subject to increased pedestrian injuries from falis and possible litigations. The community will benefit from this project because it wil! provide safe defect free sidewalks for its citizens. The sidewalk contracts are done by private contractors generating public sector jobs as a resutt. Historically, the sidewalk reconstruction has created negative feedback because of construction procedures and assessments. Property owners question the assessments, despite the fact that up to one-half the assessment is City subsidized. Having to assess for walk reconstruction remains a controversial issue. Public Works will make a reasonable effort to reduce the number of replacement panels by up to six panels if possible. rrn o�- ��� D�IINtJTES OF THE LEGISLATIVE HEARING SIDEWALK ISSUE - 2275 Youngman Avenue Wednesday, May 30, 2001 Room 330 Courthouse Gerry Strathman, Legislative Hearing Officer The meeting was called to order at 10:30 a.m. STAFF PRESENT: Allan Czaia and Gerald Tvedt, Public Works-Sidewalks Gerry Strathman stated this meeting is being held to hear objections regarding a sidewalk reconsttuction project. (Bob Young gave a document to Mr. Strathman.) Bob Young, 2275 Youngtnan, appeazed and stated his board of directors asked him to appear today regazding the sidewalk on the block from Springfield to Madison which includes the block where he resides. There are 34 panels scheduled to be replaced. Mr. Young walked the block and found that 22 panels need to be replaced. He noted the panels in his document. Some of the panels were previously replaced and are cracked again. Mr. Strathman asked is his request thaY they replace 22 panels. Mr. Young responded in the �rmative. AI Czaia reported that Mr. Young is talking about cracked panels, but Mr. Czaia is looking at other things besides cracks, such as tree heaves, settled panels (also called water pockets) that will hold water, and seven panels have reverse slope which means water is not n�nning across to the boulevard, but being held up on the property side. Public Works likes to get water flowing from properiy side to boulevazd side and then out towazd the street. There are about 22 to 24 cracked panels. Mr. Strathman stated fhe additional 10 or 12 panels are because of the slope. Mr. Czaia responded there are 7 panels that need replacing for reverse slope, 3 panels listed as settled with a water pocket, 4 panels listed as having tree heaues, and the rest aze cracked panels scattered throughout the block. He and Mr. Young are probably in agreement about the ones that aze cracked. The difference is the others that do not appear to be a broken panel but are out of alignment. Mr. Strathxnan asked did he look at the panels in terms of tree heaves and slopes. Mr. Young responded there were two of them. He did noY note any panels that were sloped or ponding. Was it common practice, asked Mr. Stratlunan, to replace panels with reverse slopes when sidewalks are being repiaced. Mr. Czaia responded it is something that he normally does and he makes that proposal. People will debate whether there is merit to that. He can take a second look 0�,. It couId settle back after tfie frost is gone. Mr. Strathmau asked can the reverse slope panels be left alone if the condo associafion is okay with leaving them and is that a problem for Public Works. Mr. Czaia responded he would like to look at the panels a second fime to make sure Public Works is not leaving panels that have a potenrial for water ponding, which could cause ice to build up. If there is enough of a slope on a krill, a reverse ponding will sflll drain down the hill. If that is not a real issue, the panel can be left in. The concern he has is standing water. He would assume, statec3 Mr. Sirathman, that the condominium associarion does not want standing water. NIr. Young agreed. Mr. Strathman stated it does not seem they are far apart here. He asked if Mr. Czaia is willing to take another look at the sidewalk. Mr. Czaia responded that is not a problem. Mr. Strathxnan suggested Mr. Czaia and Mr. Young view the sidewalk together. Mr. Strathman will defer a decision until later. If they come to an agreement, that will be the end of the matter. If they disagree, Mt. 5trathman will talk to Mr. Czaia and Mr. Young on the telephone, and make a decision about the panels on which they disagree. (Mr. Czaia and Mr. Young agreed to meet today at 130 p.m.) The meeting was adjourned at 10:40 a.m. Note: Allen Czaia and Robert Young did meet.
