INITIATING ACTION: The project is being initiated by the Departtnent of Public Works. The proposed alignment and cross secuon for Phalen Boulevazd as shown in the Draft Environmental Impact Study which was approved by the City Council on February 24, 1999. PROPOSED IMPROVEMENTS Phalen Boulevazd will be a four-lane divided roadway between Mississippi Street and Payne Avenue, with a 12' wide pedestrianlbicyclist trail on the north side of the road. The section of Pennsylvania between Mississippi Street and Olive Street will be widened and reconstructed. The roadway will continue east of Olive Street and bridge over the Burlington Northern Santa Fe and Union Pacific Railroads with the bridge ending neaz Westminster Street. Phalen Boulevazd continues east of Westminster, pazalleling the Union Pacific Railroad tracks. East of Edgerton Street, the roadway turns northeast to connect to Payne Avenue. A new signalized at grade interseciion will be constructed at Payne Avenue. PROPOSED RIGHT QF WAY ACQUISITI�N: It is proposed that the City acquire the right of way as shown on the attached map. In addition to the property to be acquired by the City, the St. Paul Port Authority will be acquiring property for the Westminster Junction Business Park and dedicating right of way for Phalen Boulevard. POSITIVE BENEFITS: The construction of Phalen Boulevazd is a project that has a number of interlocking economic, social, and transportation goals. The overal] purpose is to support and enhance the Lower East Side neighborhood through which the roadway will pass. This support and enhancement will be achieved in several ways which are considered to be the goals of the project and include: • Provide access to otherwise undevelopabie industrial sites. • Generate economic growth in the community. • Develogment of "brownfield" sites. • Enhance local and regional accessibility for residents, businesses, and visitors. • Improve regional access to Phalen Corridor. • Initiate correction of deficiencies in I-35E Corridor. INITIATING ACTION: The project is being initiated by the Departtnent of Public Works. The proposed alignment and cross secuon for Phalen Boulevazd as shown in the Draft Environmental Impact Study which was approved by the City Council on February 24, 1999. PROPOSED IMPROVEMENTS Phalen Boulevazd will be a four-lane divided roadway between Mississippi Street and Payne Avenue, with a 12' wide pedestrianlbicyclist trail on the north side of the road. The section of Pennsylvania between Mississippi Street and Olive Street will be widened and reconstructed. The roadway will continue east of Olive Street and bridge over the Burlington Northern Santa Fe and Union Pacific Railroads with the bridge ending neaz Westminster Street. Phalen Boulevazd continues east of Westminster, pazalleling the Union Pacific Railroad tracks. East of Edgerton Street, the roadway turns northeast to connect to Payne Avenue. A new signalized at grade interseciion will be constructed at Payne Avenue. PROPOSED RIGHT QF WAY ACQUISITI�N: It is proposed that the City acquire the right of way as shown on the attached map. In addition to the property to be acquired by the City, the St. Paul Port Authority will be acquiring property for the Westminster Junction Business Park and dedicating right of way for Phalen Boulevard. POSITIVE BENEFITS: The construction of Phalen Boulevazd is a project that has a number of interlocking economic, social, and transportation goals. The overal] purpose is to support and enhance the Lower East Side neighborhood through which the roadway will pass. This support and enhancement will be achieved in several ways which are considered to be the goals of the project and include: • Provide access to otherwise undevelopabie industrial sites. • Generate economic growth in the community. • Develogment of "brownfield" sites. • Enhance local and regional accessibility for residents, businesses, and visitors. • Improve regional access to Phalen Corridor. • Initiate correction of deficiencies in I-35E Corridor. The City of Saint Paul will provide relocation payments and services to owners of acquired properties in accordance with the Uniform Relocation Assistance and Real Properties Acquisition Policies Act of 1970, as amended and as required under state law. TIlVIE SCHEDZ3LE: The construction of Phalen Blvd between Mississippi Street and Payne Avenue will begin in early 2002 and be completed by fall of 2003. The right of way acquisition will be completed in 2001.
