The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

SUMMARY OF ENGINEERING RECOMMENDATIONS
Knapp-Hiilside Residential Street Vitality Project (Area 66)

PROJECT
This is to add two blocks, Brewster from Raleigh to Fifield, and Fifield from Brewster to
Como, to the project referred to as the Knapp-Hiliside Residential Street Vitality
Program Project (Area 66). These two blocks wili be improved in the same manner as
the other streets in the project area, by constructing new bituminous surfaced streets
with concrete curb and gutter, concrete driveway aprons and outwalks, boulevards
landscaped with sod and trees, and a new lantern style street lighting system. In
addition, appropriate sanitary sewer repairs will be made, lead water services in the
right of way will be replaced, and storm sewer and sanitary sewer reconnections will be
made at the request of property owners. Previously these two blocks were oniy to have
new lighting instailed as part of this project. (See attached map).
EXISTING CONDITIONS
This block of Brewster is oiled with some concrete curb. The street is about 32' wide.
This block of Fifield was paved in 1980, and is reaching the end of its expected life.
The street is about 32' wide, and has some concrete curb. Both blocks have street
surfaces that are in fair condition. There is a wide paved area at the intersection of
Brewster and Fifield, where Brewster ended in a cul de sac before Fifield was
constructed.
PROPOSEDIMPROVEMENTS
It is proposed to improve these two blocks with the construction of new bituminous
surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks,
and boulevards landscaped with sod and trees: In addition, appropriate sanitary sewer
repairs will be made, lead water services in the right of way wiil be replaced, and storm
sewer and sanitary sewer connections will be made at the request of property owners.
BREWSTER STREET - Raleigh Street to Fifield Street
FIFIELD STREET - Brewster Street to Como Avenue
It is planned to construct these streets 32' wide, with the possibility of altering that if tree
conflicts arise. New curb may be hand formed to avoid damaging boulevard trees or

their roots. Tree trimming may be necessary to facilitate construction.
As previously approved as part of the Knapp-Hillside project, these two bfocks wiil have
a lantern style street lighting system installed as part of the work.
ALTERNATES
To do nothing wouid be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
on these blocks will be eliminated.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
planted as part of the boulevard restoration.
TIME SCHEDULE
The project wiil begin in the spring of 2001 and will be completed by late fall of 2001.
There will be further restrictions on the amount of time work is done on individual
segments of streets.

That a public hearing be had on said improvement on the 25th dav of Apri1,
2001, at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

SUMMARY OF ENGINEERING RECOMMENDATIONS
Knapp-Hiilside Residential Street Vitality Project (Area 66)

PROJECT
This is to add two blocks, Brewster from Raleigh to Fifield, and Fifield from Brewster to
Como, to the project referred to as the Knapp-Hiliside Residential Street Vitality
Program Project (Area 66). These two blocks wili be improved in the same manner as
the other streets in the project area, by constructing new bituminous surfaced streets
with concrete curb and gutter, concrete driveway aprons and outwalks, boulevards
landscaped with sod and trees, and a new lantern style street lighting system. In
addition, appropriate sanitary sewer repairs will be made, lead water services in the
right of way will be replaced, and storm sewer and sanitary sewer reconnections will be
made at the request of property owners. Previously these two blocks were oniy to have
new lighting instailed as part of this project. (See attached map).
EXISTING CONDITIONS
This block of Brewster is oiled with some concrete curb. The street is about 32' wide.
This block of Fifield was paved in 1980, and is reaching the end of its expected life.

surfaces that are in fair condition. There is a wide paved area at the intersection of
Brewster and Fifield, where Brewster ended in a cul de sac before Fifield was
constructed.
PROPOSEDIMPROVEMENTS
It is proposed to improve these two blocks with the construction of new bituminous
surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks,
and boulevards landscaped with sod and trees: In addition, appropriate sanitary sewer
repairs will be made, lead water services in the right of way wiil be replaced, and storm
sewer and sanitary sewer connections will be made at the request of property owners.
BREWSTER STREET - Raleigh Street to Fifield Street
FIFIELD STREET - Brewster Street to Como Avenue
It is planned to construct these streets 32' wide, with the possibility of altering that if tree
conflicts arise. New curb may be hand formed to avoid damaging boulevard trees or

their roots. Tree trimming may be necessary to facilitate construction.
As previously approved as part of the Knapp-Hillside project, these two bfocks wiil have
a lantern style street lighting system installed as part of the work.
ALTERNATES
To do nothing wouid be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
on these blocks will be eliminated.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
planted as part of the boulevard restoration.
TIME SCHEDULE
The project wiil begin in the spring of 2001 and will be completed by late fall of 2001.
There will be further restrictions on the amount of time work is done on individual
segments of streets.
