INITIATING ACTION: The project is being initiated by the Department of Public Works. PROPOS�DIMPROVEMENTS As paR of the Phalen Boulevard Project, it is proposed to construct the Arcade Street Access Road which will connect Phalen Boulevard and Arcade Street. The City Council approved the prefened alternatives for Phalen Boulevard on Febn�ary 24, 1999 (CF 99-180), which included construction of the Arcade Street Access Road. It is necessary to acquire the parcel to allow for construction of the Arcade Street Access Road. The building on the property will be demolished. After the roadway is constructed, their will be some excess property remaining. Public Works will work with the neighborhood, the Planning and Economic Development Department to determine best reuse of the excess property. PROPOSED RIGHT OF WAY ACQUISITION: It is proposed to acquire the right of way as shown on the attached map. POSITIVE BEN�FITS: Construction of the Arcade Street Access road will provide a connection between Arcade Street and Phalen Boulevard. Acquisition of the KFC parcel in 2001 will allow construction of some improvements on Arcade Street in 2002 in conjunction with the closure of the Arcade Street Bridge for reconstruction. ADVERSE EFFECTS: The widening will necessitate acquisition and demolition of the existing KFC restaurant. TIME SCHEDUL�: The acquisition of the KFC Parcel will be completed by late fall of 2001.
