PROJECT
This project is to improve Cathlin Street, from Como Avenue to the south. The work wil{
include constructing a new bituminous surfaced street with concrete curb and gutter,
and bituminous paved boulevards on both sides. This project will not include lighting or
sewer construction work. (See attached map).
EXfSTING CONDITfONS
This street is currently unimproved and is in very poor condition.
PROPOSEDIMPROVEMENTS
It is proposed to improve the street with the construction of a new bituminous surfaced
street with concrete curb and gutter. The boulevards on this industriaf street are often
used for truck parking, so they wiil be paved on both sides as part of the project.
A 30' wide street is pianned, with a 45' radius cul de sac at the south end.
No lights will be instailed on this street as part of the project. No storm sewer will be
constructed on this street under this project, but the street will be graded such that the
drainage will flow to the southwest side of the cul de sac. From there provisions will be
made to allow the water to reach an existing ditch and cuivert system to get the water
into the storm sewer system. A sewer and drainage easement wilf be arranged to ailow
this water to flow across private property.
ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
streets.
PpSITIVE BENEFfTS
Improvement of this street will enhance and add quality in this industrial area.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
this street, and generai disruption wifl be present.

There are no existing trees on this street, and none will be planted as part of the
project.
TIME SCHEDULE
This street will be completed as part of the Knapp-Hil�side Residential Street Paving
Project. That project wifl begin in the spring of 2001 and will be compieted by Iete fall of
2001, but work on this street wili be limited in time under the contract.

House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner

SUMMARY OF ENGINEERING RECOMMENDATIONS

(to be added to Knapp-Hillside Residential Street Vitality Project)

PROJECT
This project is to improve Cathlin Street, from Como Avenue to the south. The work wil{
include constructing a new bituminous surfaced street with concrete curb and gutter,
and bituminous paved boulevards on both sides. This project will not include lighting or
sewer construction work. (See attached map).
EXfSTING CONDITfONS
This street is currently unimproved and is in very poor condition.
PROPOSEDIMPROVEMENTS
It is proposed to improve the street with the construction of a new bituminous surfaced
street with concrete curb and gutter. The boulevards on this industriaf street are often
used for truck parking, so they wiil be paved on both sides as part of the project.
A 30' wide street is pianned, with a 45' radius cul de sac at the south end.
No lights will be instailed on this street as part of the project. No storm sewer will be
constructed on this street under this project, but the street will be graded such that the
drainage will flow to the southwest side of the cul de sac. From there provisions will be
made to allow the water to reach an existing ditch and cuivert system to get the water
into the storm sewer system. A sewer and drainage easement wilf be arranged to ailow
this water to flow across private property.
ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
streets.
PpSITIVE BENEFfTS
Improvement of this street will enhance and add quality in this industrial area.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
this street, and generai disruption wifl be present.

There are no existing trees on this street, and none will be planted as part of the
project.
TIME SCHEDULE
This street will be completed as part of the Knapp-Hil�side Residential Street Paving
Project. That project wifl begin in the spring of 2001 and will be compieted by Iete fall of
2001, but work on this street wili be limited in time under the contract.

In the Matter of improving Cathlin Street, from Como Avenue south to the cul-de-sac,
including the construction of concrete curbs and gutters, concrete walks, bituminous
pavement, bituminous paved boulevards, sod, providing for storm water drainage, and
doing all other work necessary to complete said project.
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $126,404.86 financed by assessments.
2. That a public hearing be had on said improvement on the 7_th da� of Februarv.
2D01, at 5:30 o�clock P M in the Council Chambers of the City Ha11 and Court
House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
