An improvement project has been proposed for the alley in Block 4, Lockey's Addition, and
Block 1, Lyton's Addition. Should it be approved, it will be necessary to acquire easements for
slopes, cuts and fills on the areas abutting the alley to a11ow for a smooth transition between the
existing property elevations and the elevation of the newly paved surface�an�c����t��y�on

& 10 BLOCK 1(Bounded by Lyton Place, Sylvan, Atwater and Stellaz) by opening, grading and paving with
bituminous material. Also, condemning and taking and easement in the land necessary for the slopes, cuts and f Ils,
including right of removal of lateral support from subject land or ]and remainder thereof, occasioned by excavation
thereof or construction of slopes in the grading and paving of said alley.
11VITIATING ACTION
This improvement was initiated by a petition signed by 63%o of the abutting propefty owners.
EXISTING CONDITIONS
The alley is platted 10 feet wide. The alley is unimproved. The surface of the alley is gravel. The westemmost 50
feet is not public right-of-way, and requires opening by Council order.
Open the private segment wrrently functioning as a public alley, grade the alley to a width of 8 fee[ and place hot
mix bi[uminous pavement.

2. That a public hearing be had on said improvement on the 28th dav of November, 2001. at 5:30 o'clock ro.m., in the
Council Chambers of the City Hall and Court FIouse Building in the City of Saint Paul.
That norice of said pubiic hearing be given to the persons and in the manner provided by the Charter, stating the
time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
