PURPOSE The proposed project will consist of acquiring the 1and as part of the Lower Phalen Creek Project, which is an initiative far creating a sense of place and contributing to the city's revitalization. Depending on future funding, proposed development of the land will consist of the consiruction of a hard surface trail link and the restoration of vegetation and a section of Lower Phalen Creek and its weUands. INITIATING ACTION On May 24, 2000 the City Council took approved Council File No. 00-486 expressing the City's intent to acquire the BNSF property and requesting the participation of the Trust for Public Land in Yhe acquisition process. The City Council subsequently accepted federal and state grants to be applied toward the purchase ofthe property (CF O1-776, 01-777). FUNDING The City has received two grants for acquisition totaling $1,897,000: 1) the U.S. Departrnent of the Interior, through the National Parks Service, has allocated $1,297,000 to the City; and 2) the State of Minnesota Department of Natural Resources ("DNR"), through its Metro Cneenways Program, has allocated $600,000 to the City. The grant is conditioned upon the establishment of a conservation easement over all or part of the BNSF property. Total project cost is approximately $3 million. Additional acquisition funding has been secured by the Tnxst for Public Land from other pubiic and private grants and donations. MANAGENIENT The Trust for Public Land has negotiated with BNSF on the terms and conditions of purchasing said properiy from BNSF and has authorized, managed and financed all transaction steps in the acquisirion process. The City has negofiated with the Trust for Pubiic Land on the terms and conditions of acquiring the properiy from the Trust for Public Land. The Parks and Recreation Aivision of the City will preserve, maintain and develop this property in the future. This report was prepazed by Bruce Engelbrekt of the Real Estate Division. PURPOSE The proposed project will consist of acquiring the 1and as part of the Lower Phalen Creek Project, which is an initiative far creating a sense of place and contributing to the city's revitalization. Depending on future funding, proposed development of the land will consist of the consiruction of a hard surface trail link and the restoration of vegetation and a section of Lower Phalen Creek and its weUands. INITIATING ACTION On May 24, 2000 the City Council took approved Council File No. 00-486 expressing the City's intent to acquire the BNSF property and requesting the participation of the Trust for Public Land in Yhe acquisition process. The City Council subsequently accepted federal and state grants to be applied toward the purchase ofthe property (CF O1-776, 01-777). FUNDING The City has received two grants for acquisition totaling $1,897,000: 1) the U.S. Departrnent of the Interior, through the National Parks Service, has allocated $1,297,000 to the City; and 2) the State of Minnesota Department of Natural Resources ("DNR"), through its Metro Cneenways Program, has allocated $600,000 to the City. The grant is conditioned upon the establishment of a conservation easement over all or part of the BNSF property. Total project cost is approximately $3 million. Additional acquisition funding has been secured by the Tnxst for Public Land from other pubiic and private grants and donations. MANAGENIENT The Trust for Public Land has negotiated with BNSF on the terms and conditions of purchasing said properiy from BNSF and has authorized, managed and financed all transaction steps in the acquisirion process. The City has negofiated with the Trust for Pubiic Land on the terms and conditions of acquiring the properiy from the Trust for Public Land.
