RESOLVED FURTHER, That the Council hereby determines the estate required
tor this improvement to be fee simple, a3�so�ate and easements as described
above; and the City officers and City Attorney are hereby authorized and
directed to take all actions necessary to acquire said real estate by purchase or
eminent domain.
Further Resolved, That the Council hereby determines that the estate required
for this improvement be as described above, and that the proper City officers submit
a report to the City Council for the purpose of the Council's making an award of
damages for the interest acquired , if any, against
the benefitted property.

At our March Soard of Director's meeting, the District Five Planning Council passed the following resolution:
"Resolution to support the proposed left-hand tum lanes from Maryland onto Arcade as presented by the
Public Works Department "
Our Community Planning Committee had reviewed this matter earlier in March. At that committee meeting, we
heard from several residents from the vicinity of Maryland and Arcade, as weli as from representatives from the
Payne Arcade Business Association. Everyone spoke in favor of the proposed widening of Maryla�d Avenue
between Weide and Mendota to accommodate left hand turn lanes.

Maryland/Arcade Channelization Right of Way Acquisition

Public Hearing - to be scheduled
PROJECT:
Acquire right of way and slope easements necessary for the widening of the south side of Maryland
Avenue between Weide Street and Mendota Street.
INITIATING ACTION:
The project is being initiated by the Department of Pubiic Works.
PROPOSEDIMPROVEMENTS
It is proposed to widen the pavement on Maryland Avenue at Arcade Street to 53' wide to allow for left
turn lanes from Maryland to Arcade. The additional pavement width will require the acquisition of
additional right of way. Tn order to minimize the impacts of the right of way acquisition, it is proposed to
acquire all of the right of way and do al] of the widening on the south side of Maryland. An additional 9'
of right of way is needed. The existing curb and walk on the south side of the roadway wi11 be removed
and reconstructed at the 53' width. The existing signal system will be modified as necessary to allow for
the left turns onto Arcade Street. It is proposed to maintain one lane of traffic in each direction during the
construction.
PROPOSED RIGHT OF WAY ACQUISITION:
It is proposed to acquire the right of way as shown on the attached map and descriptions:
POSITIVE BENEFITS:
Addition of left turn lanes on Maryland at Arcade will greatly improve access to the Arcade Street
business area and reduce the amount of traffic which uses neighborhood residentia] streets to get to
Arcade from Maryland.
ADVERSE EFFECTS:
The widening will necessitate taking of roadway right of way on 12 properties. It will be necessary to
completely acquire 2 of those properties due to the proximity of the structure to the widened roadway and
relocated sidewalk.
TIME SCHEDULE:
The project will begin in the la[e summer/early fall of 2000 and will be completed by late fall of 2000.

At our March Soard of Director's meeting, the District Five Planning Council passed the following resolution:
"Resolution to support the proposed left-hand tum lanes from Maryland onto Arcade as presented by the
Public Works Department "
Our Community Planning Committee had reviewed this matter earlier in March. At that committee meeting, we
heard from several residents from the vicinity of Maryland and Arcade, as weli as from representatives from the
Payne Arcade Business Association. Everyone spoke in favor of the proposed widening of Maryla�d Avenue
between Weide and Mendota to accommodate left hand turn lanes.

Maryland/Arcade Channelization Right of Way Acquisition

PROJECT:
Acquire right of way and slope easements necessary for the widening of the south side of Maryland
Avenue between Weide Street and Mendota Street.
INITIATING ACTION:
The project is being initiated by the Department of Pubiic Works.
PROPOSEDIMPROVEMENTS
It is proposed to widen the pavement on Maryland Avenue at Arcade Street to 53' wide to allow for left
turn lanes from Maryland to Arcade. The additional pavement width will require the acquisition of
additional right of way. Tn order to minimize the impacts of the right of way acquisition, it is proposed to
acquire all of the right of way and do al] of the widening on the south side of Maryland. An additional 9'
of right of way is needed. The existing curb and walk on the south side of the roadway wi11 be removed
and reconstructed at the 53' width. The existing signal system will be modified as necessary to allow for
the left turns onto Arcade Street. It is proposed to maintain one lane of traffic in each direction during the
construction.
PROPOSED RIGHT OF WAY ACQUISITION:
It is proposed to acquire the right of way as shown on the attached map and descriptions:
POSITIVE BENEFITS:
Addition of left turn lanes on Maryland at Arcade will greatly improve access to the Arcade Street
business area and reduce the amount of traffic which uses neighborhood residentia] streets to get to
Arcade from Maryland.
ADVERSE EFFECTS:
The widening will necessitate taking of roadway right of way on 12 properties. It will be necessary to
completely acquire 2 of those properties due to the proximity of the structure to the widened roadway and
relocated sidewalk.
TIME SCHEDULE:
The project will begin in the la[e summer/early fall of 2000 and will be completed by late fall of 2000.

Description for Right of Way Easements on Maryland Avenue East.
An easement for road purposes over, under and across I.ots 1,2,3,4,5,6,7 and 8, Block 13, Oak Ville
Park in the City of Saint Paul, Minnesota and as recorded in the office of the Ramsey Counry
Recorder, lying northerly of the following described line:
Beginning at a point on the east line of said Lot 1 a distance of 9.00 feet south of the north line of
said Block 13, measured at a right angle to said north line; thence westerly pazallel to the north line
of said Block 13 to a point on the east line of the west 7.00 feet of L.ot 4, a distance of 9.00 feet south
of the north line said Block 13; thence westerly to a point on the north line of said Lot 8, Block 13,
a distance of 8.00 feet west of the northeast corner of said Lot 8, and there tezxninating.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is not yet determined.

�he improvement and the total cost thereof as estimated.
